This afternoon, March 5, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Border Work Steering Committee Ha Sy Dong chaired a conference to review border work in 2023 and deploy tasks for 2024.

Quang Tri has a 187.864 km long land border adjacent to the two provinces of Savannakhet and Salavan (Laos) with 67 locations/73 landmarks, 23 locations/35 markers and 2 unnumbered markers. On the land border, there are 2 pairs of international border gates: Lao Bao - Densavanh, La Lay - La Lay; 4 pairs of secondary border gates: Ta Rung - La Co, Cheng - Ban May, Thanh - Denvilay and Coc - A Xoc. The province has a coastline of nearly 75 km, the local exclusive economic zone is about 8,400 km2 with 4 coastal districts and one island district.
In 2023, the work of managing and protecting borders and islands always receives attention and close direction from the central government and the province.
In particular, maintaining the organization of talks, meetings, and coordination exchanges between localities of the province and Laos; relevant departments, branches, sectors, and localities in the border area continue to do a good job of propaganda and mobilization of people on both sides of the border to raise awareness in protecting the border line and landmarks; stepping up patrols and fighting against all types of crimes to maintain political security and social order and safety in the border area; actively participating in consolidating and building a strong grassroots political system...
During the year, border posts on the mainland coordinated with relevant units and localities to organize 1,020 unilateral and bilateral patrols with 7,260 officers and soldiers from both sides participating. Thereby, 134 cases/207 subjects related to drugs were detected, with evidence confiscated of more than 382 kg and 754,015 synthetic drug pills; 65 cases/73 subjects violated border management regulations on entry and exit...
At the same time, the functional forces actively and closely coordinate with local authorities and fishermen to grasp the situation, promptly resolve and effectively handle incidents occurring at sea. The management and control of people and fishing vessels at sea is strictly ensured, following the correct procedures, creating favorable conditions for fishermen to go offshore.
At the conference, delegates exchanged and discussed difficulties and directions and tasks in the management and protection of borders and islands in the coming time.
In particular, there are opinions that the current traffic infrastructure has not been invested synchronously, so entry and exit, import and export through international border gates face many obstacles; the current situation of the Se Pon border riverbank on the Vietnamese side through Huong Hoa district is seriously eroded, making it difficult to accurately determine the border line for management and protection.
Regarding the tasks for 2024, it is necessary to continue to coordinate and effectively implement the Protocol on Border Lines and Border Markers, the Agreement on Border Management Regulations and Border Gates on Land between Vietnam and Laos signed by the two Governments in 2016; closely cooperate in exchanging experiences and sharing information on military, security and borders; coordinate to combat, prevent and promptly handle all acts of encroachment on border security; further promote propaganda and mobilization work to raise people's awareness of the importance and historical significance of the Vietnam - Laos border.
Speaking at the direction, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong requested departments, branches, sectors and localities to strengthen propaganda and mobilize people to raise awareness of the importance and historical significance of the Vietnam-Laos border, the system of national border markers; sense of civic responsibility in protecting the border and border markers; review personnel and propose the Provincial People's Committee to strengthen the Provincial Border Work Steering Committee.
The Department of Justice shall preside over and coordinate the review and propose measures to completely resolve the situation of Lao people migrating freely to live in the border areas of Huong Hoa and Dakrong districts but have not been granted relevant documents; the Provincial Border Guard Command shall preside over and coordinate with the Police, the Provincial Military Command and other units and localities to increase patrols, prevent and handle violations of border regulations on land and islands.
At the same time, complete the documents and procedures to propose the repair and maintenance of eroded, cracked and at-risk border markers to ensure the sustainability and longevity of the Vietnam-Laos border marker system. The People's Committees of coastal districts continue to promote propaganda on sea and island sovereignty, combating illegal, unreported and unregulated (IUU) fishing and maintaining hygiene and protecting the marine environment; and carry out search and rescue work at sea well.
