1,936/2,033 petitions were resolved and responded to by voters, reaching 95.2%
At the meeting, Vice Chairwoman of the People's Aspirations and Supervision Committee Tran Thi Nhi Ha presented the draft Report on the results of supervising the settlement and response to voters' petitions sent to the Eighth Session of the 15th National Assembly. Accordingly, through meetings with voters by National Assembly deputies, 2,033 voters' petitions were received and compiled.

The Vice Chairman of the People's Aspirations and Supervision Committee said that the content of voters' petitions is related to most areas of social life, including a number of areas that continue to receive much attention from voters, such as education and training, labor, employment, social policies; health; traffic and transportation; agriculture and rural areas; natural resources and environment... Up to now, 1,936/2,033 petitions have been resolved and responded to by voters, reaching 95.2%.

According to the assessment of the People's Aspirations and Supervision Committee, during the period between the two sessions, the National Assembly, the Government, ministries and branches focused on studying and absorbing voters' recommendations in law-making, supervision and management activities.

In particular, taking into account voters' recommendations, the National Assembly has made many improvements and innovations in law-making so that the laws, once promulgated, ensure feasibility and long-term stable implementation. Supervision activities continue to demonstrate continuous innovation, focused supervision of pressing issues arising in the country's socio-economic life, which are of interest to a large number of voters and people.
The Government, ministries and central agencies have been very active and focused on directing the resolution and response to a large volume of voters' petitions. Many ministries and agencies have innovated in receiving and researching, so a number of voters' petitions have been resolved quickly, contributing to resolving issues that many voters are interested in.

Some recommendations directly related to people's interests have been studied and promptly resolved by the Ministry and branches, such as: proposing to expand the list of medical services and register for initial medical examination and treatment under health insurance; proposing to pay attention to and have a mechanism to guide and support localities in building and developing OCOP products on rural tourism; investing in the application of science and technology in production to increase the value and quality of OCOP products; reviewing, amending, supplementing and perfecting documents that are no longer suitable to reality related to overcoming the consequences of storms and floods to be implemented flexibly, quickly and in accordance with the practical situation; promptly promulgating regulations on the level of support for repairing and building new houses for people with meritorious services to the revolution and relatives of martyrs who need housing support.

In addition, a number of recommendations of the National Assembly Standing Committee stated in the supervision reports of previous Sessions have been directed to be promptly resolved, such as: policies to support students and general schools in communes and villages with special difficulties; financial regimes for students of ethnic boarding schools and ethnic preparatory schools; policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with children in kindergartens and students enjoying policies; supplementing regulations on criteria and procedures for reviewing and identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025...

In addition, the draft Report also pointed out that some preferential policies of the State have not been implemented in practice because the Ministries and branches have been slow in developing documents guiding the implementation, affecting the effectiveness of preferential policies; the legitimate rights of the people have been affected because the provisions in the documents guiding the implementation are not complete; some voters' recommendations on amending and supplementing legal documents are no longer suitable to reality, especially recommendations requiring coordination between ministries have been slow to be resolved...

Ensure that voters' petitions are resolved with quality and on schedule.
Delegates attending the meeting assessed the contents of the draft Report as comprehensive, with strong comments, clearly stating the responsibilities of ministries and branches in resolving and responding to voters' recommendations sent to the 8th Session of the 15th National Assembly. Delegates requested ministries and branches to urgently review and resolve the recommendations that are in the process of being resolved, ensuring quality resolution, following the roadmap reported to voters.
Pointing out the problems related to the delay in issuing guiding documents for implementation and stating that, the delegate suggested that, in order to completely resolve this issue, it is necessary to strengthen responsibility and clarify the authority in issuing detailed documents, especially in the context of current innovation in law-making thinking, the law only regulates framework issues, which are of a principled nature, the responsibility for issuing guiding documents will increase significantly. This requires the responsibility of ministries and branches in ensuring the timely issuance of guiding documents.
At the Meeting, representatives of the leaders of the Ministries of Home Affairs, Education and Training, Science and Technology, Culture, Sports and Tourism... explained the contents stated in the Report.
Concluding the meeting, Permanent Vice Chairwoman of the People's Aspirations and Supervision Committee Le Thi Nga affirmed that the Report on the results of monitoring the settlement and response to voters' petitions sent to the Eighth Session is very important, presented on the opening day of the Ninth Session of the 15th National Assembly, and broadcast live on radio and television for voters and the People to follow. Therefore, based on the opinions at the meeting, the Standing Committee of the People's Aspirations and Supervision Committee will synthesize, carefully and cautiously study each assessment and comment on the advantages, especially the limitations in the settlement and response to voters' petitions sent to the Eighth Session, to complete the Report before submitting it to the National Assembly at the Ninth Session.
