Implementing Directive No. 23-CT/TU dated February 10, 2022 of the Provincial Party Standing Committee on strengthening the leadership of the Party In the practice of thrift and anti-waste , in recent times, the practice of thrift and anti-waste in the province has had positive changes, saving thousands of billions of VND for the state budget. From there, all resources are maximized to complete economic growth targets, stabilize people's lives, and ensure social security.
Identifying thrift practice and anti-waste as an important task, agencies, units and localities in the province have actively propagated and disseminated the contents of Directive No. 23 to all people, businesses, cadres, civil servants, public employees and workers in many different forms. From 2022 to present, agencies, units and localities have issued 482 documents to implement the Law on Anti-Corruption; amended and supplemented 32 documents on norms, standards and regimes; organized nearly 1,300 conferences to propagate, disseminate and educate on thrift practice and anti-waste for cadres, civil servants and people; media agencies and units have published over 8,000 news, articles and photos on thrift practice and anti-waste in order to create a clear change in awareness and organization of thrift practice and anti-waste from the province to the grassroots.
Party committees, party organizations, agencies, units, localities and people in the province have seriously and synchronously implemented many solutions to strengthen thrift practice and combat waste in all areas. Every year, the Provincial People's Committee issues decisions to publicize the state budget revenue and expenditure estimates and local budget settlements. The Department of Finance publicly discloses the quarterly and 6-month state budget implementation on the province's electronic information portal; People's Committees of districts, towns, cities and budget units and organizations receiving state budget support have publicly disclosed the budget settlement, budget estimates, and quarterly and 6-month budget implementation in accordance with regulations. The budget revenue structure has been adjusted to focus on sustainable tax and fee revenues, in which tax, fee and charge revenue (excluding revenue from the coal industry, land and mineral revenues) in 2023 increased by 28% compared to 2021 - the year before the issuance of Directive No. 23-CT/TU. The work of preparing, appraising and approving budget estimates has changed positively, thoroughly saving regular expenditures to supplement public investment capital. In the 2022-2024 period, the appraisal of the proposed budget for regular expenditures reduced by nearly VND 6,500 billion compared to the estimates proposed by units and localities. The province has also retained VND 427 billion, equivalent to 10% of autonomous funding (excluding salaries and allowances) at all budget levels to supplement sources for salary reform, ensuring compliance with regulations. During the implementation process, the province has saved 10% of the additional regular expenditure compared to the first year of the budget stabilization period, the total savings to supplement the salary reform fund is 1,660 billion VND. Saving regular expenditure and supplementing the salary reform fund have ensured resources for the province in implementing the central government's salary policy.

During the budget management process, the province has directed the review of regular expenditures, increased revenue sources, surpluses and other legal financial sources to supplement public investment expenditures and allocate them to key projects and works. In the 2022-2024 period, all budget levels have added nearly 9 trillion VND. Public investment spending from regular savings, increased revenue, surplus, and other legal financial sources, ensuring the ratio of development investment spending to total local budget spending is over 55% as planned. Agencies and units have implemented internal spending control, transparency in work organization, personnel, financial spending, promoted thrift practice, and combated waste in the use of the budget and public assets. The streamlining of the apparatus and staffing was carried out according to plan. The whole province has 431 units implementing the autonomous regime, with savings of about 500 billion VND in the 2022-2023 period. 100% of departments and branches have completed the organizational restructuring according to regulations; issued a plan to streamline the payroll, the number of people working on the budget, and public service units in the 2023-2026 period; implemented staffing streamlining in 63 cases. The granting of autonomy and financial responsibility to public service units has contributed to saving the state budget, reducing the number of people working on salaries from the budget, reducing the amount of direct budget allocation, and switching to allocation based on service output products in the form of ordering and assigning tasks.
At the same time, the province also closely monitors administrative reform and improves the investment and business environment. Thanks to that, Quang Ninh's administrative reform and investment and business environment are always among the leading groups in the country. The whole province has provided 1,675 administrative procedures through online public services, an increase of 250 administrative procedures compared to before the issuance of Directive No. 23-CT/TU ; connected 1,248 online public services of departments, branches and sectors to the national public service portal; in 2023, provided 42,292 online public services, reaching 98.5%, ranking first nationwide; 100% of document exchanges, sending and receiving are carried out in the electronic environment, the satisfaction rate of organizations and people through channels reaches over 99%. …

Along with solutions for saving and fighting waste, the province has directed the strict implementation of inspection, examination, supervision and audit of thrift practice and fighting waste. Inspection and examination of thrift practice and fighting waste are integrated into administrative inspections and examinations. In the period of 2022-2024, implementing the direction of competent authorities, the provincial inspectorate, inspectors of departments, branches and localities have conducted 354 socio-economic inspections and examinations at 389 agencies and units, handling and recovering to the state budget the amount of 61.34 billion VND. ; 62 inspections of responsibility, recommendations to recover more than 1.9 billion VND to the state budget, recommendations to review the responsibility of 26 groups, 30 individuals,... In addition, the inspection departments have established 1,448 specialized inspection and examination teams, detected and administratively sanctioned 6,265 cases of individuals and organizations, with a total fine of more than 35 billion VND.
The implementation of thrift and anti-waste has made an important contribution to Quang Ninh successfully achieving the set socio-economic development goals and targets. In 2023, Quang Ninh's GRDP reached 11.03%, double the national average; the economic scale is estimated at over 310,000 billion VND, 1.5 times higher than in 2020; state budget revenue reached over 55,600 billion VND, exceeding the target assigned by the National Assembly, among the leading localities in the country; creating a breakthrough in attracting foreign direct investment reaching over 3 billion USD, 3.1 times higher than the annual plan, leading the country, creating a major shift in cultural - social development, people, ensuring social security, improving the quality of people's lives, narrowing regional differences, completing many goals of the entire 2020-2025 period.
