Minister of Agriculture and Rural Development Le Minh Hoan presented the main contents of Directive 32 of the Secretariat.

Directive No. 32 of the Secretariat on strengthening the Party's leadership in combating illegal, unreported and unregulated fishing and sustainable development of the fisheries sector, stated: In recent years, the fisheries sector has continued to develop, becoming a key economic sector, with a total annual output of over 9 million tons, contributing about 30% of the GDP of the agricultural sector; aquatic products are exported to 170 countries and territories, ranking third in the world; creating jobs for millions of workers, making an important contribution to socio-economic development and protecting the sovereignty and sovereign rights of the sea and islands of the Fatherland. Since 2017, all levels, sectors, and the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU) have made great efforts in organizing the implementation of policies and laws; Build a system to monitor, control and supervise fishing vessels, strengthen state management, and gradually reduce the number of violations.

However, the development of Vietnam's fisheries industry is not sustainable, has not removed the European Commission's "Yellow Card" warning, and has not fully complied with regulations against illegal, unreported and unregulated fishing. The implementation of a comprehensive fleet management and monitoring system; updating the national fishing vessel database; tracing the origin of aquatic products; building a seafood production chain linking fishermen, businesses and the government; and handling violations are still limited.

To strengthen the fight against illegal, unreported and unregulated fishing and ensure sustainable development of the fisheries sector, Directive 32 of the Secretariat requires Party committees, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations to identify the fight against illegal, unreported and unregulated fishing as an important and urgent task of long-term significance for the sustainable development of the fisheries sector; and is the responsibility of the entire political system and society...

At the conference, Deputy Prime Minister Tran Luu Quang presented the Government's action program and plan to implement Directive 32 of the Secretariat to achieve the goal of removing the "Yellow Card" warning in 2024.

The opinions presented at the conference highlighted the achievements in the fight against illegal, unreported and unregulated fishing and sustainable development of the fisheries sector. At the same time, good practices in developing fisheries were also highlighted; offshore fishing is associated with protecting sovereignty and sovereign rights over seas and islands.

Speaking at the conference, comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, stated: Thanh Hoa has a 102 km long coastline, a territorial sea area of ​​over 17,000 km2 ... The whole province has 6,057 fishing vessels, with about 24,500 workers participating in seafood exploitation activities at sea; there are 28 enterprises specializing in processing, trading, and exporting seafood with a total capacity of about 280,000 tons/year, of which 5 enterprises participate in official exports to major markets, such as Japan, Korea... Fishermen in the province not only exploit in the traditional fishing grounds of the Gulf of Tonkin, but also exploit in the waters of Hoang Sa, Truong Sa, the Southern region,...

Implementing the policy of the Central Party, the Government, and the Ministry of Agriculture and Rural Development on removing the European Commission's "Yellow Card" warning on illegal, unreported and unregulated fishing (IUU) for Vietnam; the province has drastically and synchronously deployed many solutions to prevent and eliminate IUU fishing activities; in which propaganda and mobilization work is identified as one of the important solutions, carried out regularly and continuously, creating positive changes in awareness and actions of all levels, sectors, localities, businesses, fishermen and people in complying with fisheries laws in general and combating IUU fishing in particular...

In the implementation, good practices, appropriate propaganda and mobilization measures have emerged, achieving high efficiency, such as: Mobilizing cadres, party members, union members, association members, and people to increase propaganda and share positive and official information on social networks; establishing zalo groups of the Solidarity Team at sea, purchasing service ships... For seafood processing and exporting enterprises, localities have directly disseminated the content and commitments of the new generation Free Trade Agreement; provided information to enterprises on technical requirements, practical regulations on import and export management of goods and trade defense of partner countries in the Free Trade Agreements...

Through propaganda and dissemination activities on combating IUU fishing, fishermen and businesses have raised their awareness and sense of responsibility for business and seafood exploitation activities, and complied with the provisions of Vietnamese law and international treaties and conventions.

For many years, Thanh Hoa province has not had any fishing vessels violating foreign waters being arrested or handled; fishing vessels strictly comply with regulations on registration, inspection, and licensing of fishing; 100% of registered fishing vessels have been updated in the national fisheries database (Vnfishbase); 100% of fishing vessels with a length of 15m or more have installed voyage monitoring equipment and 95.8% of fishing vessels have been granted a Certificate of eligible food safety facilities; 97.8% of fishing vessels with a length of 12m or more have been granted a fishing license...

In order to strictly implement Directive No. 32-CT/TW of the Secretariat, Secretary of the Provincial Party Committee Do Trong Hung stated: In the coming time, Thanh Hoa province will continue to thoroughly grasp, resolutely and effectively implement the direction of the Standing Secretariat, the Prime Minister, ministries and central branches, ensuring sustainable fisheries development. In particular, it will urgently develop programs and plans to specify the key and urgent tasks in Directive No. 32-CT/TW of the Secretariat, continue to strengthen propaganda and widely disseminate regulations on combating IUU fishing; attach responsibility to heads of Party committees and authorities in performing the task of combating IUU fishing; strictly handle organizations and individuals who are irresponsible, lack of close attention to violations or fail to complete assigned tasks and work on combating IUU fishing.

Directing functional forces to strengthen inspection and control at fishing ports and fishing vessels operating at sea; ensuring that 100% of fishing vessels going to sea have full procedures and maintain fishing vessel monitoring equipment according to regulations. Focusing on reviewing and thoroughly handling the situation of fishing vessels without licenses, registration, or inspection; strictly implementing the confirmation, certification, and traceability of exploited aquatic products.

Mobilize diverse resources, especially from businesses and socialized sources, to invest in upgrading fisheries infrastructure, meeting the requirements of performing the task of controlling fishing vessels entering and leaving ports, and monitoring the volume of aquatic products loaded and unloaded through ports in accordance with regulations.

Promote the development and restructuring of fisheries towards industrialization, modernization, commodity production, and value chains associated with production reorganization and close linkage in all areas from exploitation, farming, logistics services, processing and product consumption.

Mobilize the strength of the entire political system and all classes of people in propaganda, advocacy, inspection, supervision, and urging the implementation of regulations; focus on supervision and social criticism of the Vietnam Fatherland Front, socio-political organizations, and the People in the implementation of IUU regulations. Promote the role of prestigious and exemplary people in the fishing community; expand the activities of the Solidarity Group at sea to promptly inform about regulations against IUU fishing, and support fishermen when they encounter problems.

Speaking at the conference, Comrade Truong Thi Mai, Politburo member, Permanent Secretary of the Secretariat, Head of the Central Organization Committee, stated: Combating illegal, unreported and unregulated fishing is an important, urgent task of long-term significance for the sustainable development of the fisheries sector; it is the responsibility of the entire political system and the whole society, first of all, Party committees, Party organizations, leaders in the sector and localities who are directly responsible for leadership and direction, creating unity, synchronization, and high determination to achieve the goal of removing the "Yellow Card" warning in 2024.

To effectively implement Directive 32 of the Secretariat, the Standing member of the Secretariat requested that Party committees, Party organizations, authorities, the Fatherland Front, and socio-political organizations step up propaganda and dissemination of laws, raise awareness of Party committees, Party organizations, authorities, cadres, Party members, businesses and coastal and island fishing communities on sustainable development of the fisheries sector, combating illegal, unreported and unregulated fishing. Focus on conserving, protecting and developing aquatic resources; developing the fisheries sector must be associated with ensuring social security, sustainable livelihoods, improving the material and spiritual lives of fishermen and related workers; building a national defense and security posture at sea, contributing to firmly protecting the sovereignty of the sea and islands of the Fatherland. Along with that, it is necessary to have policies to sustainably develop the fisheries industry, contributing to the general socio-economic development and enhancing the country's image and position internationally.

Immediately after the Central Conference, speaking at the direction at the Provincial Party Committee bridge, Provincial Party Secretary Do Trong Hung requested delegates at the Provincial Party Committee bridge and the bridge points of districts, towns and cities in the province to seriously absorb the instructions of the Standing Member of the Secretariat, organize and effectively implement Directive No. 32 of the Central Secretariat, clearly demonstrating the sense of responsibility and determination of Thanh Hoa province as one of the leading localities in the country in combating IUU fishing, towards sustainable development of the fisheries industry.

Also at the conference, Provincial Party Secretary Do Trong Hung quickly informed delegates about a fishing boat of fishermen from Quang Nham commune (Quang Xuong) that was in distress at sea since the afternoon of April 21. On behalf of the provincial leaders, the Provincial Party Secretary sent condolences and encouragement to the families of the fishermen in distress and said: The Provincial Party Committee and the Provincial People's Committee have been directing relevant sectors, functional forces and local authorities to urgently organize rescue for the victims.
