In Ha Long City, 22 out of 32 communes and wards have mineral resources (coal, sand, stone, clay, leveling soil) ; of which 18 communes and wards have coal resources. with 9 coal industry units ; 8 units for mining clay and producing building materials ( bricks , (n packets) ; There are 12 units involved in the extraction and processing of stone for construction materials; and 16 ports, port clusters, and wharves. Despite abundant mineral resources and the potential for illegal exploitation, transportation, and trading, the city has effectively controlled the situation through decisive leadership and guidance, along with many comprehensive solutions, preventing the formation of hotspots and complex problems.

To improve the efficiency of resource and mineral management in the area, local Party committees and authorities have issued numerous documents and decisively directed agencies, units, and localities to seriously implement directives, resolutions, and conclusions of the provincial and city Party committees, especially Resolution No. 16-NQ/TU dated May 9, 2019, of the Provincial Party Committee on strengthening the Party's leadership over the management of coal and mineral resources in the province. The dissemination and thorough understanding of the Resolution and directives of the City Party Committee are carried out regularly and continuously; timely evaluation, supervision, and reminders are given to units to ensure serious implementation.
The city is committed to implementing Resolution 16-NQ/TU, stating that in any area where violations or negative practices related to the management of coal and mineral resources (sand, stone, gravel, leveling soil) occur, the Party Secretary, Chairman of the People's Committee, Head of the Police of the communes and wards, the head of the Party Committee, and the head of the agency, unit, or enterprise must bear responsibility. Furthermore, the responsibility of the agencies and individuals involved in advising, appraising, and approving projects will be considered and addressed if the project implementation is exploited for illegal mineral exploitation.
For the People's Committees at the commune level; departments, divisions, and units related to the mineral sector, they have proactively organized the dissemination and implementation of the contents through appropriate forms such as conferences, Party branch meetings, news articles, and documentaries; and organized thorough dissemination to officials, Party members, and all strata of the people, creating high consensus and a shift in awareness regarding the management and exploitation of mineral resources in the area.
The city also directed departments, units, and communes/wards to coordinate with mining enterprises to strengthen the fight against violations, enhance resource management and mineral transportation and consumption routes; clearly define the responsibilities of collectives and individuals in the work of protecting resources and mine boundaries. Regular meetings with the coal industry are maintained to proactively understand and promptly address difficulties and obstacles. Coal industry units have proactively organized protective measures and coordinated with the city and relevant commune/ward People's Committees to protect, inspect, and prevent illegal coal mining activities, ensuring security and order within mine boundaries and management areas.
Similarly, for other minerals, the locality regularly coordinates with relevant departments and agencies to implement the construction of mineral mining plans; investment projects, exploration, and exploitation of minerals for construction materials in the area according to regulations. They inspect and monitor activities at construction material trading yards; inspect and protect unexploited minerals, especially sand, clay, and fill soil, to prevent illegal mining, transportation, and trading of minerals. At the same time, they rectify operations and raise awareness of law compliance among mineral mining organizations in the area.
The issuance, renewal, and closure of mineral mining licenses must comply with the provincial mineral planning and legal regulations. The application review process always involves thorough examination and consideration of issues related to prohibited or restricted mining areas, environmental concerns, infrastructure, and the lives of local people. Furthermore, licensed mining companies are required to commit to strictly adhering to legal regulations regarding land use and environmental protection before commencing projects.
In the first nine months of 2024, no illegal coal mining or processing occurred in Ha Long City. Inspections revealed and processed 13 cases involving 13 individuals engaged in the buying, selling, trading, transporting, and stockpiling of coal without legal origin; 150.13 tons of various types of coal were confiscated; and administrative fines totaling 91 million VND were imposed. Regarding other minerals, the city inspected and processed 3 cases of violations related to land use, illegal waste dumping, and illegal sand mining, imposing fines exceeding 50 million VND and requiring the return of over 3 million VND in confiscated goods. Additionally, the city, in coordination with the Department of Natural Resources and Environment, inspected and completed the processing of a violation case against one unit, imposing a fine of 175 million VND and requiring the return of over 24 million VND in illegal profits. It mandates environmental remediation and restoration, implementing solutions to bring areas that have been exploited beyond the permitted mining limits back to a safe state.
Thanks to many synchronized and decisive solutions, state management of natural resources and minerals in Ha Long City has seen positive changes. As a result, the situation continues to be well controlled, preventing the occurrence of hotspots related to coal and mineral exploitation in the area.
