The Ministry of Culture, Sports and Tourism has just sent a document to the Department of Radio, Television and Electronic Information; the Department of Press; the Department of Publishing, Printing and Distribution; the Department of Grassroots Culture, Family and Library; and the Ministry Inspectorate on the implementation of Official Dispatch No. 40 dated April 17, 2025 of the Prime Minister on handling the case of production and distribution of fake milk.
Accordingly, the Ministry of Culture, Sports and Tourism requests the Department of Radio, Television and Electronic Information to preside over and coordinate with agencies and units of the Ministry of Health to handle violations in advertising activities of milk and food on radio, television, electronic information pages, social networks, online applications, digital platforms with Internet connection according to assigned authority on the basis of violations identified by competent authorities. At the same time, inspect advertising activities of milk and food on licensed advertising channels and programs.
The Press Department shall preside over and coordinate with agencies and units to review, synthesize and monitor advertising activities in the press, especially advertising content for milk and food. From there, propose solutions to handle violations in advertising activities for food in the press according to assigned functions and tasks. In addition, it is necessary to direct press agencies to strictly check advertising condition documents according to the provisions of the Advertising Law when advertising in newspapers and magazines.
The Department of Publishing, Printing and Distribution proactively inspects advertising activities for milk and food on publications to ensure compliance with the provisions of the Publishing Law and legal provisions on advertising on publications.
The Department of Grassroots Culture, Family and Library is assigned to advise the Ministry's leaders to issue documents directing agencies and units to review and handle violations in food advertising activities; Synthesize and report to the Ministry's leaders on the implementation of the review and handling of violations in food advertising activities in the press, on the internet, and in publications; Issue documents to the Department of Culture, Sports and Tourism, Department of Culture and Sports of provinces and centrally-run cities to review and handle violations in food advertising activities.
The Ministry also assigned the Ministry Inspectorate to strengthen inspection, examination, detection and strict handling of violations of regulations on food advertising in the press, on the internet and in publications according to regulations.
The Ministry of Culture, Sports and Tourism requests the above units to strengthen state management measures on advertising milk and food in the press to improve the effectiveness and efficiency of food safety management and report the implementation status to the Ministry before May 15, 2025.
