Recently, online shopping and selling on e-commerce platforms and social networks has grown strongly, becoming a modern distribution channel for goods and one of the important pillars of the digital economy. However, this is also a potential risk with many complex negative factors, especially at the end of the year when the demand for shopping increases, requiring the active and synchronous participation of functional agencies.

Strengthening management of e-commerce activities

Market Management Team No. 3 discovered and handled a business establishment selling fake Apple branded phone chargers on Facebook in Doan Hung town, Doan Hung district.

Currently, Phu Tho province has a modern basic information technology infrastructure, and information and propaganda work and support for e-commerce are focused on. This is considered a favorable condition for the province's e-commerce to continue to grow, playing a leading role in commercial transactions. E-commerce activities have developed in various forms such as: Through e-commerce trading floors; social networks Facebook, Zalo, TickTok, in particular, many organizations, businesses and individuals have set up websites to introduce, promote and trade goods. Through the review of the Department of Industry and Trade, the whole province currently has 97 e-commerce websites that have been operating and notified to the Ministry of Industry and Trade, 2 websites providing e-commerce services have been registered with the Ministry of Industry and Trade according to regulations. Regarding the e-commerce index in 2024, Phu Tho province ranked 27th out of 58 provinces and cities ranked in the e-commerce index nationwide.

In reality, e-commerce has proven its superiority in changing consumers' shopping habits and behaviors and is an important business tool and method to help businesses and consumers in the province access market information, save transaction time, production costs, and make quick and convenient payments...

However, in addition to the positive aspects, the development of e-commerce activities has created many risks, potentially causing negative impacts on the sustainable development of the economy and people's lives. Typically, recently, Market Management Team No. 1 discovered a business location gathering goods owned by Ms. Hoang Thi Lan Huong, Zone 3, Tu Xa Commune, Lam Thao District while livestreaming on Facebook and Tiktok platforms with 65 women's handbags showing signs of counterfeiting the HERMÈS trademark, which is protected in Vietnam. Market Management Team No. 1 issued a decision to impose an administrative fine of VND 16,000,000, forcing the destruction of all counterfeit goods of the above trademark.

Identifying the prevention of smuggled goods, counterfeit goods and commercial fraud on e-commerce platforms as one of the key tasks, since the beginning of the year, the provincial Market Management force has strengthened inspection and handling of administrative violations, handling 8 cases of violations on e-commerce. The total amount paid to the state budget is nearly 130 million VND, forcing the destruction of infringing goods worth nearly 90 million VND.

Although the authorities have been actively involved, the management of e-commerce still faces many difficulties. Explaining the reason, Mr. Ha Thanh Binh - Deputy Director of the Provincial Market Management Department said that currently, smuggling and trade fraud on cyberspace are carried out in many sophisticated ways and tricks. The subjects often do not have warehouses or disperse goods in many places, so it is difficult to determine the main location. Along with that, social networking sites, applications, and online trading floors are easily created, canceled or locked quickly, making it difficult to grasp and control information.

It is forecasted that e-commerce activities will continue to develop strongly with high growth scale, creating many new consumption trends. In the coming time, members of the Provincial Steering Committee for Prevention of Smuggling, Trade Fraud and Counterfeit Goods (Steering Committee 389) will strengthen inspection and management of the area, proactively grasp the market situation, price developments, supply and demand of goods; organize inspection and control of the activities of production and business establishments in the area.

At the same time, strengthen coordination, connection, and information sharing among functional forces in the fight against smuggling, trade fraud, and counterfeit goods in the field of e-commerce; widely publicize the phone numbers and email addresses of the hotlines of the Steering Committee 389 at all levels, ensuring the timely collection and handling of reports from the public in accordance with the Regulations on receiving and handling reports on smuggling, trade fraud, and counterfeit goods of the National Steering Committee 389. Timely detect, prevent, and strictly handle acts of smuggling, trade fraud, production, and trading of counterfeit goods, poor quality goods, and goods of unknown origin on cyberspace, protecting the rights of manufacturers and consumers.
