Strengthening management of aquaculture activities

According to the review of coastal localities of Ninh Hoa town, currently, there are 317 households farming oysters and mussels using cages, stakes, and ropes, with a total area of ​​1,649,136m². Of these, only 65 households farming oysters and mussels using cages in Ninh Ich commune, with an area of ​​125,994m², are in the permitted farming area; the remaining 252 households are farming outside the planning area, occupying an area of ​​1,523,142m².

Aquaculture at sea within the planning area is a mandatory requirement for farming households. In order to rectify the rampant farming situation outside the planning area, the provincial People's Committee has requested localities and related units to strengthen the management of aquaculture activities at sea.

In recent times, localities have regularly promoted and mobilized people to relocate cages and rafts, dismantle wire frames and stakes outside the planning area. However, implementation has been limited. Localities have reviewed the current situation, established inspection teams, and handled illegal encroachment on water surface; resolutely prevented the emergence of new cages and rafts and dismantled illegal aquaculture works.

Mr. Le Minh Tam - Vice Chairman of Ninh Hoa Town People's Committee said that the sea areas allowed for aquaculture in the area include: Sea area up to 3 nautical miles planned 180ha southwest of Hon Cha La, 26ha at Bai Giong, 20ha at Hon Thi and 40ha southwest of Hon Lang - Hon Giua. Sea area from 3 to 6 nautical miles planned 71ha south of Hon Cha La. Through mobilization, some households agreed to relocate to the planning area. However, currently, people are raising many different types of aquatic products such as: Lobster, sea fish, mollusks... each type requires its own farming environment. Concentrating all in one area can easily cause conflicts between farming subjects. Therefore, people recommend that the province study detailed planning for each suitable farming area, towards sustainable development.

In Cam Ranh Bay (Cam Ranh City), farming outside the regulated area is quite common, affecting waterways and maritime works. In particular, there are 50 cases of using submerged cages and 2 cases of raft farming in the prohibited waters of Cam Ranh Military Base. Although localities have propagated and mobilized people not to expand the area, required registration of information on cages, species and farming locations, most people do not comply.

According to statistics, the province currently has 3,547 households farming in cages (including 3,349 households in the province and 198 households outside the province), with a total area of ​​more than 1.74 million m² of cages. In which, there are many cases of illegal farming outside the planning area. From this situation , the Department of Agriculture and Environment has proposed the Provincial People's Committee to direct units and localities to urgently carry out tasks of managing aquaculture at sea.

Strengthen inspection and handling

The Provincial People's Committee has established an interdisciplinary inspection team to monitor compliance with the law on aquaculture at sea. The Department of Agriculture and Environment has developed a plan to inspect aquaculture organizations and individuals, focusing on the sea area up to 3 nautical miles and monitoring in localities. The Department recommends that localities regularly review and compile statistics on the current status of aquaculture (number of cages, area, farming objects, etc.), update the number of households that have relocated to the planning area, establish an interdisciplinary inspection team and handle violations. At the same time, develop a plan to arrange cages and rafts according to the plan; promote propaganda to raise people's awareness in using sea surface for the right purpose and complying with aquaculture regulations.

At a recent meeting, Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee requested units and localities to seriously implement the plan of the Provincial People's Committee to create a clear change in the awareness and actions of Party committees, authorities, people and businesses on marine aquaculture management. Aquaculture activities need to be arranged safely, scientifically, in accordance with planning, in harmony with other economic sectors and associated with ecological environment protection. This not only helps to develop the marine aquaculture industry sustainably but also contributes to increasing income and improving people's lives.

The provincial People's Committee also requested localities to regularly inspect and strictly control the use of sea areas, promptly detect, prevent and handle violations; and move towards completely ending aquaculture activities outside the planning area. In addition, it is necessary to urgently allocate sea areas and grant aquaculture licenses in accordance with regulations to organizations and individuals. "In the coming time, the provincial People's Committee will conduct surprise inspections of aquaculture management at sea in some localities in the province," Mr. Le Huu Hoang emphasized.
