Strengthening management of activities of independent nursery groups and kindergarten classes

On March 10, 2025, at Tuoi Tho Kindergarten in Tran Phu ward (Ha Tinh city), an incident occurred in child management, resulting in a 16-month-old boy (living in Thach Dai commune) being run over and killed by a car.

Accordingly, the Provincial People's Committee assigned the Department of Education and Training, the People's Committees of districts, cities and towns, according to their functions, tasks, authority and scope of management, to be responsible for directing the Department of Education and Training, the People's Committees of communes, wards and towns to conduct surveys and assess the current situation of independent nursery groups and kindergartens of the private and non-public type (including licensed and unlicensed) to promptly rectify and handle unlicensed facilities and licensed facilities that do not ensure conditions and standards in accordance with regulations. Request the District People's Committees to synthesize the results of the review, inspection and handling and send a report to the Department of Education and Training for synthesis and reporting to the Provincial People's Committee before May 20, 2025.

Strengthen and enhance state management, inspection and supervision of conditions to ensure the quality of child care and nurturing at private and non-public child care groups and kindergartens; disseminate and educate the law, raise the sense of responsibility of facility owners and caregivers for the task of protecting, nurturing and caring for children.

Preside over and coordinate with the Provincial Police and the Department of Health to establish an inspection team to ensure security and order; fire prevention and fighting; food safety and hygiene; and standard conditions for nursery owners, caregivers, and child care workers; promptly detect violations for strict handling or advise competent authorities to handle according to regulations.

The Provincial Police and the Department of Health, according to their functions and tasks, closely coordinate with the Department of Education and Training, People's Committees of districts, cities and towns in inspecting the work of ensuring security and order; fire prevention and fighting; food safety and hygiene for educational establishments, including independent nursery groups and kindergartens of the non-public and private types.

Ha Tinh Newspaper coordinates with the Department of Education and Training and localities to promote propaganda and education among people of all walks of life to raise awareness of child care and protection; choose to send children to licensed preschools, nursery groups, and kindergarten classes, ensuring the quality of child care and nurturing; warn about risks of insecurity, affecting the health and lives of children at some private, independent nursery groups and kindergarten classes that are not licensed and do not meet the prescribed conditions and standards.
