Strengthening air quality management

In recent times, the implementation of the Central and provincial directives on strengthening pollution control and air quality management in the province has achieved many positive results, contributing to improving air quality and the living environment of local people.

The province has proactively issued or integrated a number of legal policies on environmental protection, emphasizing air quality management to strengthen air quality management through controlling emission sources and monitoring ambient air quality to improve air quality and ensure public health; directing departments, branches, localities and related units in the province to actively implement many measures and solutions to strengthen pollution control and air quality management in the area. Accordingly, a plan for air quality management in Quang Ninh province for the period 2021-2025 has been issued; an inventory of emission sources, monitoring and assessment of dust pollution has been organized; a local air quality monitoring network has been developed and implemented; a transport system using clean, zero-emission energy has been initially developed; Industrial production facilities in the area have paid attention to implementing measures to control and treat emissions, replacing outdated machinery and technological lines with modern technological lines that cause less environmental pollution, installing automatic emission monitoring...

Currently, the Department of Agriculture and Environment has received 183 data sources from automatic and continuous environmental monitoring stations of facilities to serve the work of monitoring and evaluating the quality of air, wastewater, surface water, groundwater, and hydrometeorology. The Department of Construction has prepared, submitted and had the Provincial People's Committee approve two projects on developing public passenger transport by bus and adjusting the project on developing taxis and electric vehicles. The projects have incorporated contents to save energy, use clean energy and be environmentally friendly. The Department also regularly propagates to fixed passenger transport enterprises and bus transport enterprises to maintain good technical safety of vehicles, operate continuously to ensure convenient travel for people, in order to attract people to use public passenger transport, reduce the use of personal vehicles; propagate and coordinate with road motor vehicle inspection units in the province to improve the effectiveness of automobile inspection. By the end of 2024, the province will have 6 bus routes with 125 buses in operation, the whole province will have more than 1.1 million vehicles, including 157,900 cars, 928,200 motorbikes and 53,200 electric motorbikes; piloting the operation of 4-wheeled vehicles with electric engines to transport tourists in restricted areas in the province...

Departments, branches and localities also focus on inspecting and examining compliance with environmental protection laws of facilities generating emissions, especially facilities generating large sources of dust and emissions, with a high risk of causing environmental pollution. For example, in 2024, the Provincial Police Department chaired and coordinated the establishment of 27 inspection teams to inspect compliance with environmental protection laws for 27 enterprises operating in the fields of minerals, industrial parks, etc., handling violations of 619 million VND; detecting, inspecting and handling 1 organization with a large source of emissions violating regulations on waste management, discharging emissions exceeding technical standards on the environment, handling 80 million VND. To continue to effectively implement pollution control and air quality management in the area, the province requires relevant departments, branches, localities, agencies and units to focus on directing and effectively implementing the set goals, tasks and solutions.
