Strengthening management of karaoke and dance club activities

It clearly states that currently, in Lam Dong province, there is a situation where some establishments outside have signs saying they are doing business of singing for each other, music cafes, but in reality, their operations inside are similar to karaoke services.

The business activities of these establishments pose many risks of disrupting security and order in the area. The establishments operate similarly to karaoke businesses but have not been approved by the authorities regarding fire prevention and fighting safety, karaoke business conditions, and security and order safety conditions.

On the other hand, the above activities of many organizations, individuals and business households are infringing upon copyright and related rights stipulated in the Law on Intellectual Property and guiding documents of the Government, ministries and branches on copyright and related rights.

To promptly overcome the above situation and create conditions for organizations, individuals, business households in karaoke, discotheque activities and conditional business lines on performing arts to comply with the provisions of law, the Department of Culture, Sports and Tourism requests the Department of Culture, Science and Information of districts and cities to guide business households and owners of establishments to comply with the Government's regulations on karaoke and discotheque business, conditions for granting business licenses, ensuring fire prevention and fighting, security and order.

Guide business households and owners of establishments that organize performing arts activities to comply with the provisions of the Law on Intellectual Property, copyright and rights related to copyright for performances, audio and video recordings, broadcast programs, satellite signals carrying encrypted programs; promote propaganda activities, raise awareness among people, businesses, and the law on the issue of copyright and related rights violations.

Strengthen inspection, supervision, and tighten business conditions at karaoke and discotheque service establishments in the management area according to the provisions of law and authority.

At the same time, take measures to prevent and combat violations of security, order, social safety, fire and explosion prevention. Close coordination between relevant agencies and units in the inspection and handling of violations against disguised karaoke service establishments, transformed business forms into restaurants, cafes, etc. Strictly comply with regulations on hours and space, avoid causing noise, affecting the lives of people around.
