BPO - The Department of Agriculture and Environment has just issued Official Dispatch No. 1090/SNNMT-KSTL on strengthening drought prevention, forest fire prevention and drowning accident prevention in ponds, lakes, rivers and streams, especially during the April 30 and May 1 holidays in 2025.
Accordingly, regarding drought prevention, the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (Department of Agriculture and Environment) requested relevant departments, agencies and sectors to proactively coordinate and support localities in responding to and overcoming drought and water shortages. The Provincial Military Command, Provincial Police, and Provincial Border Guard Command prepare necessary conditions and are ready to coordinate and support localities in drought prevention.

People's Committees of districts, towns and cities: Proactively deploy solutions to combat drought. Continue to closely coordinate with the Department of Agriculture and Environment, monitor and update weather developments and drought situations to have remedial measures to minimize damage to the people.
Regarding forest fire prevention and fighting , continue to maintain 24/7 on-duty forces in areas with forest fire risk warning levels, especially during the holidays of April 30 and May 1 , 2025 ; regularly inspect and maintain vehicles and equipment serving forest fire prevention and fighting, to promptly handle forest fires when they occur, to prevent large, prolonged fires from occurring. |
Strictly control the use of fire in and near forests by people, especially slash-and-burn farming activities, bee-catching, and illegal harvesting of ươi fruits. Absolutely do not allow conflicts between forest protection forces and people, especially ethnic minorities.
Strengthen coordination between forces: Forest rangers, police, military, border guards in forest protection, forest fire prevention according to regulations. Strengthen patrolling and searching of key areas for forest protection, forest fire prevention and fighting.
Propagating about drowning accident prevention, the Department of Education and Training directs the Department of Education and Training of schools in the province to regularly propagate about drowning accident prevention for students to stay away from dangerous water areas; should not invite each other to go swimming in ponds, lakes, rivers, streams... when they do not know how to swim; should not go or play near places such as ponds, lakes, rivers, streams or water tanks, sewers, wells... without covers. Deep holes that are dangerous for children such as lime pits, holes to get soil to make bricks and tiles, holes to get sand, holes to get water for irrigation of crops... should be avoided.
At the same time, integrate the content of drowning prevention into class activities, flag salute activities, and parent meetings to propagate and mobilize families to regularly care for, monitor, and manage their children and actively and effectively participate in drowning prevention work; direct schools with swimming pools to increase the organization of swimming classes for students.
The Department of Culture, Sports and Tourism increases the organization of swimming classes and water safety skills for children at sports centers and public swimming pools. Provide instructions on drowning prevention skills for children and the community. Strengthen the management of water sports activities to ensure children's safety. Coordinate with localities to review and install warning signs in areas at risk of drowning at tourist and entertainment venues.
The People's Committees of districts, towns and cities shall organize the inspection and placement of warning signs and barriers at dangerous locations and areas such as ponds, lakes, spillways, canals, etc. to help people and children be aware of prevention. Direct commune-level authorities to increase the dissemination of information about drowning and drowning prevention to local people; increase propaganda and warnings about drowning dangers, instruct people to equip themselves with knowledge and skills for rescue, first aid and self-rescue in drowning cases; equip themselves with personal safety equipment such as life jackets and swimming suits; warn people about dangerous areas prone to drowning to take precautions.
Directing commune-level authorities to place warning signs at dangerous locations and areas such as ponds, lakes, spillways, canals, etc. to help people be aware of prevention; advising people not to play or bathe in rivers, streams, irrigation and hydroelectric reservoirs, which are very dangerous because these areas have large water surfaces, strong and complex water flows, etc.
