Strengthening coordination in implementing mass mobilization work of state administrative agencies

DTO - The mass mobilization work of state administrative agencies and authorities at all levels in the province has been implemented synchronously and effectively, especially innovating methods in implementing policies, in a practical direction. Thereby, raising awareness and responsibility of cadres, civil servants and public employees, creating social consensus, promoting socio -economic development and building a clean and strong government.

The Provincial People's Committee continues to implement the overall administrative reform program for the period 2021 - 2030; issue plans on administrative reform (AR); review and evaluate administrative procedures (AP) in 2024. Through reviewing the total number of AD, it has recommended simplifying 211 procedures, focusing on building a government serving the people, improving the quality of public service provision in a modern, fast and convenient direction through evaluating and improving the PCI, PAR Index, PAPI, SIPAS. The purpose of improving the Governance and Public Administration Performance Index is to improve the quality of governance and public administration of the government from the provincial to the grassroots level; build a transparent, honest, professional, effective and efficient administration; meet the service quality and prestige of the government at all levels towards the people.

In 2024, the whole province has 1,744 administrative procedures under its management and monitoring authority (1,371 procedures at the provincial level, 254 procedures at the district level, 119 procedures at the commune level). Received and resolved 678,744 records, of which 657,769 were newly received in the period (347,264 records online, reaching 52.8%; 310,505 records directly and via postal services, reaching 47.2%), 20,948 records transferred from the previous period; 657,262 records resolved. The number of records resolved before the deadline was 448,634 records (reaching 68.26%), on time was 207,280 records (reaching 31.54%), overdue was 1,348 (accounting for 0.2%). Hotline 1022 receives, processes, and responds to suggestions and feedback from people and organizations related to administrative procedure regulations at over 99%.

The People's Committee implemented Resolution No. 04 dated December 31, 2021 of the Provincial Party Committee on digital transformation of Dong Thap province; issued the Digital Transformation Plan for 2024, the Plan to implement the Digital Transformation Project in Dong Thap province. Completed the project to upgrade the information technology infrastructure system, the project to upgrade the infrastructure system serving digital government and network information security of Dong Thap province, supplemented the infrastructure for the information system to handle administrative procedures including: servers, firewall storage... to ensure the operation and information security of the information system to handle administrative procedures.

The province currently has 3 Intelligent Operation Monitoring Centers (IOCs) including: 1 provincial level located at the Dong Thap Provincial Digital Transformation Center and 2 Centers in Cao Lanh City and Hong Ngu City, operating stably, performing well the task of developing and operating digital transformation platforms. At the same time, serving the command and operation of socio-economic activities of the provincial leaders, helping people and businesses access smart services, gradually forming a smart city of the province.

Mass mobilization work in implementing democracy at agencies, units, and local governments at all levels, heads of state administrative agencies in the province are interested in directing the good implementation of grassroots democracy regulations according to the Law on Implementing Democracy at the Grassroots Level, the plan of the Provincial People's Committee on implementing democracy in the activities of state administrative agencies and public service units in 2024. In addition, heads of agencies, units, and localities regularly meet and listen to the opinions of civil servants, public employees, workers and people in many appropriate ways and measures; coordinate with the Trade Union to organize conferences of civil servants, public employees and workers in accordance with regulations; promote the role of supervision, participate in giving opinions, and contribute ideas to develop programs and plans of activities of the People's Inspectorate of agencies and units. Thereby, creating conditions for cadres, civil servants, public employees and workers to promote their sense of responsibility, properly exercise their rights and obligations, successfully complete assigned tasks, prevent and combat corruption, negativity and waste in agencies and units.

The results of the ranking of democracy implementation of provincial departments and branches in 2024 show that 25 agencies and units have completed excellently, 2 agencies and units have completed well; the ranking of government mass mobilization has 26 departments and branches having completed excellently, 1 unit having completed well.

The implementation of mass mobilization work and grassroots democracy regulations in the operations of state administrative agencies and public service units continues to be innovated, enhancing the role and responsibility of leaders in leadership and direction so that democracy is fully implemented. From there, promoting the rights of civil servants and public employees, creating a friendly, united and unified working environment within agencies and units, contributing to the good implementation of policies directly related to people's lives.
