Strengthening the close relationship between the Party, State and people

In October 1999, on the occasion of the 50th anniversary of President Ho Chi Minh writing the work “Mass Mobilization”, the 8th Politburo agreed to take October 15, 1930 as the traditional day of the Party’s mass mobilization work and decided to choose October 15 every year as the “Mass Mobilization Day of the whole country”. After 93 years of accompanying the history of the national revolution, mass mobilization work has always been an important part of Party building, contributing to consolidating and strengthening the close relationship between the Party, the State and the people.

Respect the people, close to the people

Identifying that mass mobilization work is of great significance in the revolutionary cause, the Provincial Party Committee Standing Committee, Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front, and socio-political organizations have strengthened leadership, direction, issued many policies on mass mobilization work and implemented them with positive results. In particular, the province's mass mobilization work has been innovated in the direction of going deep, close to the grassroots, and having dialogue with the people to grasp the situation and resolve urgent and arising issues related to people's lives and activities. Notably, the implementation of land acquisition, compensation, and resettlement for people to implement the North-South Expressway Project passing through the province; the situation of environmental pollution; grasping the situation and proposing directions to resolve difficulties and backlogs for households in the implementation of the Le Duan Road project (Phan Thiet); the lack of domestic water for people in Phan Hoa commune (Bac Binh district)...

Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh presented certificates of merit to collectives and individuals with outstanding achievements in the emulation movement "Skillful mass mobilization".

On the other hand, in response to the emulation movement "Skilled Mass Mobilization", the Provincial Party Standing Committee issued Directive 14 on promoting leadership of the "Skilled Mass Mobilization" movement. Thereby, over the past 10 years, all levels and sectors have built nearly 2,700 collective models and nearly 2,000 individual models in all areas of social life. From the results of emulation movements and campaigns, more and more models and typical "Skilled Mass Mobilization" have emerged, bringing practical results, contributing to the Party Committee, government and people of all ethnic groups in the province to achieve great and comprehensive results in all areas.

In addition, the organization of dialogues between leaders of Party committees and authorities with the people according to Instruction No. 11 of the Provincial Party Standing Committee has become increasingly systematic and practical. From 2015 to present, Party committees and authorities at all levels have organized over 1,000 dialogues between leaders of Party committees and local authorities with the people; of which, 5 at the provincial level, 128 at the district level and 960 at the commune level. In addition, annually, the Secretary and Chairman of the Provincial People's Committee also dialogues with trade union officials, workers, and employees in various types of enterprises and cadres and youth union members in the province on issues related to the legitimate and legal rights of each organization . Through that, it helps leaders of Party committees and authorities at all levels and departments and branches promptly grasp the thoughts and aspirations of union members, association members and people. At the same time, propagate and explain to people to understand and perceive more fully the Party's policies and the State's laws and policies.

The Provincial Party Committee for Mass Mobilization has performed well its functions of advising, orienting, inspecting, urging, and promoting its role as a center for coordination with departments, branches, sectors, the Fatherland Front, unions, districts, and cities in deploying and implementing programs, projects, and resolutions of the province. At the same time, it has propagated and mobilized the people, focusing on linking the interests of the people, in line with the people's will, and creating momentum for development.

Responsible to the people

In the process of implementing mass mobilization work, one of the most important lessons learned by the Provincial Party Standing Committee is the need to build and strengthen the flesh-and-blood relationship between the Party and the people. Cadres and civil servants, especially leaders, must be close to the grassroots, regularly meet and grasp the thoughts and aspirations of the people, must truly be conscious of "respecting the people, being close to the people, learning from the people and being responsible to the people"; relying on the people to develop the socio-economy, build the Party, and build the State. From there, promptly handle cadres, party members, and civil servants who violate Party discipline and the law to consolidate and enhance trust in the Party, the State, and local Party committees and authorities.

According to forecasts, the process of implementing the country's renovation and deep international integration will have many impacts on the thoughts, feelings and lives of the people. Therefore, it requires all levels, sectors, each cadre and party member to fully and deeply understand the policies and guidelines of the Party and State in general; mass mobilization work in particular in order to meet the requirements and assigned tasks in the new situation. Therefore, the Standing Committee of the Provincial Party Committee requires Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations at all levels to continue to implement many specific tasks and solutions, closely following the actual situation to improve the quality and effectiveness of mass mobilization work of the political system in the new situation.

In particular, mass mobilization work will be effective in the implementation and settlement of compensation, site clearance and clearance for key projects of the province. The Vietnam Fatherland Front and socio-political organizations will effectively perform the functions of supervision, social criticism, and giving opinions on Party building and government building according to Decision No. 217 and Decision No. 218 of the Politburo, contributing to bringing the Party's guidelines and the State's policies and laws into practice in social life.

Bearing in mind the teaching of President Ho Chi Minh: “If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful”, we believe that Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations at all levels will continue to unite, make efforts, and strive to perform well the tasks of mass mobilization. From there, we will contribute to the emulation with the Party Committee, authorities, and people to successfully implement the Resolution of the 14th Provincial Party Congress, the Resolution of the 13th National Party Congress, etc.
