(Haiphong.gov.vn) - Chairman of the City People's Committee Nguyen Van Tung has just issued Directive 12/CT-UBND on strengthening leadership and direction in the prevention of natural disasters, earthquakes, and labor accidents.

Accordingly, the Chairman requested the city's departments, branches, and sectors and the People's Committees of districts and towns to thoroughly instruct all cadres, civil servants, public employees, workers and people to absolutely not be negligent or subjective in the work of preventing natural disasters, earthquakes, and labor safety; regularly and closely monitor the situation and developments of natural disasters; focus on leading, directing, and organizing the implementation of work on preventing, responding to, and overcoming the consequences of natural disasters according to the motto "four hands on the spot" with a proactive spirit, early, from afar, promptly, and most drastically to ensure the safety of lives and minimize damage to property of the people and the State.

Assign the People's Committees of districts and towns to review, supplement and complete plans and solutions for natural disaster prevention; strengthen inspection and strictly handle acts of encroachment and violations of regulations on dike protection in the area. Urgently direct the review and identification of dangerous areas, especially steep slopes at risk of landslides, residential areas outside the dike, deeply flooded areas along rivers and canals to proactively organize the evacuation of people and property out of dangerous areas. For places where there are no conditions for immediate evacuation, there must be proactive evacuation plans in case of natural disasters to ensure the safety of people's lives; at the same time, arrange enough safe shelters to serve the evacuation of people and property out of dangerous areas...

The Department of Agriculture and Rural Development (the Standing Agency for Natural Disaster Prevention of the City's Natural Disaster Prevention, Search and Rescue and Civil Defense Command) directs the organization of serious on-duty teams; proactively monitors the situation and developments of natural disasters; guides and urges localities and units to deploy natural disaster prevention work; synthesizes and promptly proposes contents that need to be directed. Directs the implementation of safety assurance work, proposes the repair and upgrading of the dike system, irrigation works, especially vulnerable dikes, damaged and degraded irrigation dams; coordinates to guide the safety of fishing vessels; urges and guides localities to implement measures to protect agricultural production.

The City Military Command (the standing agency for responding to incidents, natural disasters, search and rescue and civil defense of the City's Command for Natural Disaster Prevention, Search and Rescue and Civil Defense) presides over and coordinates with relevant localities and units to develop plans and solutions for responding to incidents, natural disasters, and search and rescue for the entire city. Directly directs and organizes the implementation of plans and training and drill plans; arranges the city's shock forces and means to be ready to closely coordinate with local forces and sectors to participate in dike rescue, handling natural disaster situations and search and rescue.

The City Border Guard Command shall preside over and coordinate with relevant units and forces to develop plans and solutions for search and rescue in the sea border areas, islands and port gates; organize on-duty, command and direct response to incidents, natural disasters and search and rescue in the sea border areas, islands and port gates; strengthen inspection and grasp the number of aquaculture cages, boats, crew members, technical conditions and safety equipment on boats.

The City Police develop and organize the implementation of plans and schemes to ensure security, social order and safety in the event of natural disasters; deploy forces to protect security, social order and safety, protect key projects, and assets of the People, the State and enterprises; mobilize forces, materials and means to participate in disaster response, rescue, overcoming consequences and evacuating and relocating people in dangerous areas; direct local police forces to coordinate in inspecting, preventing and strictly handling violations of laws on dykes, irrigation and natural disaster prevention.

The Hai Phong Economic Zone Management Board directs enterprises to review and inspect the implementation of regulations on ensuring requirements for natural disaster and earthquake prevention, and compliance with labor safety laws in the Industrial Parks under their management.

The Department of Construction shall preside over and coordinate with relevant agencies and units to organize surveys, inspections, and assessments of the load-bearing safety of apartment buildings that are public assets in the city; preside over and coordinate with relevant agencies to inspect and evaluate the application of regulations and standards in natural disaster and earthquake prevention in construction design.

The Department of Information and Communications shall preside over and work with telecommunications enterprises to review the information and telecommunications infrastructure system and have backup plans to ensure smooth operation immediately after incidents, natural disasters, and earthquakes occur.

The Department of Industry and Trade, together with Hai Phong Electricity Company Limited, Dong Bac 2 Power Transmission Company, and other electricity trading organizations in the city, shall review the power transmission system to provide power immediately after an earthquake occurs. Take charge with relevant agencies and forces to strengthen inspection and review, ensure market price stability, and prevent the taking advantage of natural disasters to hoard, increase prices, especially of essential goods and essential goods for profit; strictly handle violations.

The Department of Natural Resources and Environment shall preside over and coordinate with localities to mobilize resources to implement measures to overcome environmental consequences when natural disasters, earthquakes, and labor accidents occur.

The Department of Labor, War Invalids and Social Affairs shall preside over, together with localities and relevant agencies, to strengthen inspection and supervision of compliance with labor safety laws by organizations and enterprises in the city, especially organizations and enterprises operating in fields with high risk of labor accidents and serious incidents.

Hai Phong Drainage Company Limited proactively coordinates with localities to inspect and survey the current status of the drainage system in the area, and advises the Department of Construction on repair, renovation, and dredging to avoid flooding during heavy rains and high tides.

Hai Phong Water Supply Joint Stock Company and clean water supply businesses shall coordinate with localities to review and inspect the clean water supply infrastructure system in the unit's service area; promptly detect and fix problems to ensure continuous and quality water supply according to the approved safe water supply plan.

Hai Phong Parks and Trees Joint Stock Company reviews and rectify tree planting and pruning, ensuring technical and storm prevention safety.

Irrigation Works Exploitation LLCs inspect and clear local blockages; organize dredging of water flows, scooping up duckweed, trash, and clearing away barriers on canals. Inspect and organize the implementation of overcoming incidents in irrigation works, prepare forces, means, materials, and equipment to deploy plans to ensure the safety of culverts under the dike, and plans to prevent and combat flooding for key works and key flooded areas./.
