It is forecasted that in the last months of 2024, smuggling, trade fraud (BLGLTM) and counterfeit goods production and trading will tend to increase and become more complicated. Following the direction of the central government and the province, the provincial Market Management Department will step up market inspection and control to promptly detect and strictly handle violations.

According to the assessment of the Provincial Market Management Department, in recent times, commercial activities in the province have been basically controlled stably and tightly. With a core and specialized role in market management, the unit has stepped up inspection, control, and timely prevention of illegal trade practices, preventing the formation of hot spots.
At 8:00 a.m. on October 19, 2024, at Km250+200 National Highway 18 (Quang Chinh Commune, Hai Ha District), Market Management Team No. 1 coordinated with Road Traffic Police Team No. 3 (Traffic Police Department, Provincial Police) to inspect truck 14C-381.30, discovered transporting 1,900 kg of duck breast brand YAXIONG, made in China (5 kg/bag) without invoices or legal documents, with a value of about 133 million VND. Mr. D.VH (born in 1993) is the owner of the vehicle and the owner of the above goods, confessed to purchasing them at Hai Ha District markets, then freezing them and transporting them domestically for consumption. Market Management Team No. 1 reported to the Provincial Market Management Department, handing them over to the police agency for further verification and handling according to the provisions of law.
Previously, on July 17, 2024, at Km287, National Highway 18A (section through Mong Cai City), Market Management Team No. 4 coordinated with functional forces to discover 11,200 fake NGK brand motorcycle spark plugs gathered to prepare for domestic consumption. Mr. B.D.L (the person gathering the goods) confessed to ordering from an unknown person to transport to the provinces in the interior for consumption. The Market Management Department has prepared a case file for handling, submitted to the Chairman of the Provincial People's Committee to issue a decision to impose an administrative fine of 102.5 million VND, forcing the destruction of all counterfeit goods according to the provisions of law.

In the first 9 months of 2024, the Market Management Department inspected 915 cases, detected and handled 834 administrative violations in the field of commercial fraud and counterfeit goods, worth over 25.2 billion VND, an increase of 147% over the same period; collected 12.2 billion VND for the budget.
Although the work of preventing and combating trafficking in persons has been strictly controlled by the relevant authorities, there are still limitations and difficulties in the implementation process. The reason is that human resources, especially in border areas and coastal areas, are limited. Criminals take full advantage of the complex terrain of the land and sea borders to gather and bring goods into the country for consumption. In particular, many subjects take advantage of the development of e-commerce activities to commit violations, while the legal regulations have not kept up with the development of this type; some sanctions for administrative sanctions in some areas are not deterrent enough...
At the end of the year, especially during the New Year and Lunar New Year 2025, the Market Management Department will proactively develop a plan to coordinate with functional forces to inspect and control the market; issue a plan to combat counterfeiting and fake goods in the last months of 2024, before, during and after the Lunar New Year 2025; strengthen local management, monitor market developments for food, foodstuffs, gasoline, gas... to promptly detect and prevent violations.
