This is the proposal of Deputy Minister of Natural Resources and Environment Le Cong Thanh when talking with Ms. Jenny McAllister - Senator, Minister of State for Climate and Energy of Australia, on the afternoon of April 17, in Hanoi.
Pleased to welcome Ms. Jenny McAllister to visit and work with the Ministry of Natural Resources and Environment, Deputy Minister Le Cong Thanh said that Vietnam always attaches importance to the deep relationship with Australia. Over the past half century, the relationship between the two countries has gone through stages of development and achieved many impressive achievements. In the field of Natural Resources and Environment, the two countries have achieved outstanding cooperation results. Based on that foundation, the two countries continue to look towards the future with increasingly close and practical cooperation, meeting the needs of each country as well as adapting to the new situation of the region and the world, with the trend of green growth, green transformation, and carbon emission reduction.
On the Vietnamese side, the Deputy Minister shared that as one of the countries most affected by climate change, Vietnam always strives to do its best to develop green, respond to climate change in a sustainable and stable manner. Responding to climate change, implementing commitments at COP26, especially the commitment to bring net emissions to "0" (net zero target) is currently identified as a top priority by the Party, State and National Assembly of Vietnam. Vietnam has been actively and proactively participating with the international community in reducing greenhouse gas emissions, adapting to climate change towards circular and low-carbon development.
In order to promote private sector investment in greenhouse gas emission reduction activities in the private sector, Vietnam will establish a carbon market, and pilot the exchange of greenhouse gas emission quotas and carbon credits from 2025 and officially put it into operation in 2028. In addition, to mobilize international support resources for the goal of net zero emissions by 2050, Vietnam plans to have activities to connect and exchange domestic carbon credits with regional and global carbon markets.
Referring to Vietnam's JETP Resource Mobilization Plan, Deputy Minister Le Cong Thanh said that this is the basis for Vietnam to mobilize support from the international community to make JETP Vietnam a reality. The Deputy Minister hopes that the Australian Secretary of State and the Australian Government will also pay attention to promoting technology transfer and mobilizing investment from Australia into Vietnam's renewable energy market.
In addition, the Ministry of Natural Resources and Environment is currently reviewing and amending Decree No. 06/ND-CP of the Government regulating the reduction of greenhouse gas emissions and the protection of the ozone layer, focusing on detailing regulations on the organization and development of the carbon market. The Ministry of Natural Resources and Environment proposes that Australia will share its experience in developing policies to reduce greenhouse gas emissions, experience, and technical support in building and operating the domestic carbon market. Promote capacity building activities, raise awareness and access to information for businesses, especially related to carbon pricing tools. Organize annual short-term training courses; develop training cooperation programs and scholarship programs to enhance the capacity of Vietnamese officials trained in Australia on climate change response and carbon market development.
Presenting the current situation of climate change impacts in the Mekong Delta and the impact of water use in the basin that is causing negative impacts on this delta, the Deputy Minister hoped that Australia would support Vietnam and the Mekong River Commission, with the policy of fair and effective water use among countries. On the other hand, promoting the development of renewable energy to reduce exploitation and dependence on hydropower.
Respectfully acknowledging the opinion of Deputy Minister Le Cong Thanh, Ms. Jenny McAllister affirmed that Australia will always accompany Vietnam in the process of green growth and sustainable development. Ms. Jenny McAllister believes that the opportunities for cooperation between the two sides are increasingly open, as Australian businesses are very interested in investing in Vietnam in the fields of energy, environment, and climate change adaptation./.
