Strengthening bilateral cooperation in areas where Vietnam and Timor Leste have potential and strengths

This afternoon (August 1), at the National Assembly House, National Assembly Chairman Tran Thanh Man had a meeting with President of the Democratic Republic of Timor Leste José Ramos-Horta, who is on a state visit to Vietnam at the invitation of President To Lam.

On behalf of the National Assembly of the Socialist Republic of Vietnam, Chairman of the National Assembly Tran Thanh Man warmly welcomed President of Timor Leste José Ramos-Horta; expressed his joy at welcoming the President back to visit Vietnam (after more than 14 years), demonstrating the President of Timor Leste's affection for the country and people of Vietnam.

The National Assembly Chairman firmly believes that the visit will be a great success, creating new momentum to promote the friendship and cooperation between Vietnam and Timor Leste to develop even more strongly; sincerely thanked President José Ramos-Horta for sending a letter of condolences on the death of Mr. General Secretary Nguyen Phu Trong passed away.

At the meeting, the National Assembly Chairman suggested that the two sides promote the organization of the first meeting of the Vietnam-Timor Leste Joint Committee to review, study and propose specific measures to strengthen bilateral cooperation in various fields.

Considering that the potential and room for parliamentary cooperation between the two countries is still very large, and that there is currently no mechanism for direct and regular cooperation and delegation exchanges between the agencies of the National Assembly, the National Assembly Chairman said that the two sides can share experiences and cooperate in the fields of law-making, supreme supervision and deciding on important national issues.

The two sides will strengthen economic and trade cooperation by promoting the import and export of goods with potential and demand for both sides such as rice, textiles, footwear, beverages, processed foods, etc.; expand cooperation in other potential areas such as agriculture, aquaculture, oil and gas, infrastructure construction, education and training, tourism, etc.; and hope that the President will support Viettel's activities in Timor Leste.

To promote parliamentary cooperation, the National Assembly Chairman hopes that Timor Leste President José Ramos-Horta will support the two countries' National Assemblies to increase the exchange of high-level delegations and all levels; promote cooperation, exchanges and experience sharing between specialized committees and National Assembly members to enhance understanding, share experiences in parliamentary activities and issues of mutual concern.

In addition, the two sides are interested in sharing experience in law-making, especially in domesticating laws to ensure effective implementation of international treaties and commitments to which the two countries are members, as well as building and perfecting the legal corridor, creating favorable conditions to promote cooperation between the two countries.

The National Assembly Chairman highly appreciated the results of the extensive and substantive talks between President To Lam and President José Ramos-Horta welcomed the signing of a bilateral agreement on visa exemption for diplomatic and official passport holders. The Vietnamese National Assembly supports and will create a favorable legal corridor to promote the signing and implementation of cooperation agreements between the two countries.

For his part, President of Timor Leste José Ramos-Horta expressed his gratitude for the warm welcome that Vietnam, including the Vietnamese National Assembly, had given to the delegation; and thanked Vietnam for supporting Timor Leste after it gained independence as well as in its current development process.

The President of Timor Leste also shared some difficulties in the process of economic development, infrastructure construction, ensuring food security, poverty reduction as well as Timor Leste's efforts in the next 5-10 years to achieve some goals, such as infrastructure development, clean energy, rural road construction, etc.

The President of Timor Leste stated that in the roadmap to becoming an official member of ASEAN, Timor Leste needs to make more efforts in areas such as infrastructure, healthcare, and human resource quality.

“We wish to strengthen cooperation with Vietnam in the agricultural sector and hope that Vietnam will share its experience to help Timor Leste in areas of strength,” said President José Ramos-Horta.

National Assembly Chairman Tran Thanh Man stated that as a country with a long history of national independence, Vietnam expressed its respect and admiration for the achievements that the State and people of Timor Leste have achieved in the struggle for national independence. President José Ramos-Horta is one of the outstanding leaders with the Nobel Peace Prize in 1996.

Vietnam congratulates the Government and people of Timor Leste on their many important achievements, the positive economic recovery after the Covid-19 pandemic, and especially Timor Leste's acceptance in principle to become the 11th member of ASEAN.

National Assembly Chairman Tran Thanh Man emphasized that President José Ramos-Horta has always supported and contributed to the development of relations between the two countries, and has visited Vietnam in different positions.

The National Assembly Chairman happily said that with a history of formation and development of more than 78 years, the Vietnamese National Assembly has always fulfilled the important mission assigned by the Party and people; always played an important role in the cause of national liberation, national reunification, construction and protection of the Fatherland.

In the overall developing cooperative relationship between the two countries, the National Assembly Chairman hopes that cooperation between the two countries' parliaments will be an important pillar of cooperation between the two countries.

The National Assembly Chairman suggested that in the coming time, the two sides promote the exchange of delegations at all levels; enhance understanding, cultural exchange and people-to-people exchanges between the two countries.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully invited Timor Leste National Assembly Chairwoman Maria Fernanda Lay to visit Vietnam as soon as possible.

The National Assembly Chairman affirmed: Vietnam supports Timor Leste to become a full member of ASEAN; is ready to share experiences and, together with ASEAN members, support the implementation process of the "Roadmap for Timor Leste to become a full member of ASEAN", including capacity building, familiarization with ASEAN principles, processes and procedures, thorough preparation and ensuring corresponding capacity when joining ASEAN, effectively contributing to ASEAN's common cooperation, including cooperation on the ASEAN parliamentary channel.

The National Assembly Chairman believes that Timor Leste's participation in ASEAN as an ASEAN member will make important contributions to ASEAN's development, ASEAN's central role and position in the region and the world, and maintain ASEAN's solidarity and stance on regional and international issues, including the East Sea issue.

President José Ramos-Horta sincerely thanked the National Assembly Chairman for his remarks and proposals; said that the two sides still have much potential for cooperation, and hoped that the Vietnamese National Assembly would support cooperation activities between the two countries.

During the exchange, President of Timor Leste José Ramos-Horta expressed his admiration for the Vietnamese people in their past struggle for independence as well as in their current national construction and development, holding a pioneering position in ensuring peace and development in the world.

President José Ramos-Horta pledged to do his utmost to strengthen relations with Vietnam; he hoped to have a greater Vietnamese presence in Timo Leste.
