The official visit of General Tea Seiha took place in the context of the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia, which is constantly developing in all fields. In the overall relationship between the two countries, bilateral defense cooperation is increasingly deepening, effective and substantive, and is one of the important pillars.
Immediately after the welcoming ceremony, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, and General Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia, co-chaired talks between the two delegations.

At the talks, Minister Phan Van Giang warmly welcomed General Tea Seiha on his first official visit to Vietnam as Deputy Prime Minister and Minister of National Defense of Cambodia; expressing his belief that the visit will be a great success, creating momentum to bring bilateral defense cooperation to new heights, contributing to further deepening the traditional friendship between the two countries in general and the two armies in particular.
Congratulating the 70th anniversary of National Day and Traditional Day of the Royal Cambodian Army (November 9, 1953 - November 9, 2023), Minister Phan Van Giang emphasized that under the leadership of the Cambodian People's Party over the past 70 years, Cambodia has achieved important domestic and foreign achievements, especially the victory of the Cambodian People's Party in the election of the 7th National Assembly (July 2023), the successful organization of the 32nd Southeast Asian Games (SEA Games 32 in May 2023).

Minister Phan Van Giang expressed his belief that under the leadership of the Cambodian People's Party, headed by Party President Hun Sen and the leadership and administration of the country by the Government and Prime Minister Hun Manet, Cambodia will achieve even greater achievements in the coming time.
For his part, General Tea Seiha thanked the Vietnamese Ministry of National Defense for congratulating the victory of the Cambodian People's Party in the election of the 7th National Assembly as well as the achievements that Cambodia has made in recent times; and thanked the Vietnamese Ministry of National Defense for supporting the development of the Royal Cambodian Army as it is today.
General Tea Seiha emphasized that this is the first official visit to Vietnam in his capacity as Deputy Prime Minister and Minister of National Defense of Cambodia, aiming to contribute to deepening the relationship between the two countries and the two armies; affirming that he will continue to inherit and promote the achievements that previous generations have created and nurtured for the relationship between the two countries and the two armies.

At the talks, the two sides assessed that over the past time, bilateral defense cooperation has achieved many positive results, continuing to be one of the important pillars in the relationship between the two countries. Exchanges of delegations at all levels, especially at high levels, have been maintained effectively; defense cooperation mechanisms have been established and actively implemented, developing bilateral defense cooperation in both breadth and depth. Border management cooperation has been effectively implemented by the functional forces of both sides, contributing to preventing free migration, illegal border crossings, cross-border crimes, maintaining security and order, and safety in border areas; continuing to implement border demarcation and marker planting, building a peaceful, stable, cooperative and developing border. Cooperation in training, coaching, experts, searching, gathering, and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Cambodia during the war, etc., continues to be promoted and achieves many substantive results.
In the coming time, the two sides agreed to strengthen coordination, continue to effectively implement the Protocol for the 2019-2024 period and the annual cooperation plan, bringing bilateral defense cooperation to a new height, actively contributing to the good development of the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia.
In particular, focusing on the following areas: Exchange of delegations at all levels; training of human resources; promoting propaganda and education for officers and soldiers of the two countries' armies on the traditional friendship, solidarity and comprehensive cooperation between the people and armies of the two countries; strengthening coordination in preventing and combating cross-border crimes, illegal border crossings, encroachment, illegal immigration and migration...; continuing to consult and support each other at multilateral military-defense forums and conferences.
2024 will see many meaningful events for the two countries and the two armies, especially the 45th anniversary of the victory over the Cambodian genocide regime (January 7, 1979 - January 7, 2024) and the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024). The two sides will coordinate to organize meaningful activities to celebrate these important events.
The two sides agreed to closely coordinate to successfully organize the first Vietnam-Laos-Cambodia Border Defense Friendship Exchange and the Annual Meeting between the three Defense Ministers in December. This is an event of great significance, affirming the political determination of the three countries and three armies in preserving and strengthening the friendship and solidarity between Vietnam-Laos-Cambodia.
On this occasion, Minister Phan Van Giang respectfully invited General Tea Seiha and leaders of the Ministry of National Defense and the Royal Cambodian Army to attend the 80th Anniversary of the Vietnam People's Army and the Vietnam International Defense Exhibition 2024. General Tea Seiha happily accepted the invitation.
