Strengthening cooperation between Quang Binh and PUM Organization

(Quang Binh Portal) - On the morning of March 20, 2025, the Provincial People's Committee held a working session with the delegation of PUM (Netherlands) led by Mr. Sven Dekker, National Coordinator, Chief Representative of PUM in Vietnam. Receiving and working with the delegation were Mr. Hoang Xuan Tan, Vice Chairman of the Provincial People's Committee and representatives of relevant departments and branches.

Although there has been no friendly cooperation with Dutch localities and no Dutch ODA or FDI projects implemented in Quang Binh province, in recent times, many Dutch non-governmental organizations such as the Netherlands ICCO, the Netherlands Development Organization - SNV, the Netherlands Red Cross, PUM, etc. have sponsored and supported the province in implementing many programs and projects on construction of traffic works, irrigation, livelihood improvement, agricultural development, healthcare, child support, and providing foreign experts, etc.

Chief Representative of PUM in Vietnam informs about PUM's resources and operational purposes

According to the representative of PUM in Vietnam, PUM is an organization operating under the management of the Ministry of Foreign Affairs of the Netherlands, established in 1978 with the goal of supporting small and medium-sized enterprises in developing countries through consulting. The organization currently has more than 1,200 senior experts, implementing more than 2,000 projects each year in more than 30 countries in many fields. To date, PUM has provided free support to more than 2,000 senior experts, helping to establish relationships with Dutch enterprises for small and medium-sized enterprises in Vietnam.

In Quang Binh, in 2017 - 2018, through the connection of the Vietnamese Embassy in the Netherlands, PUM came to work and support consultants for a number of businesses. Currently, PUM is supporting consultants to improve the capacity of obstetric care for TTH Quang Binh General Hospital and develop adventure tourism and outdoor tourism for NETIN Travel Quang Binh Company.

At the meeting, representatives of provincial departments and branches wished to participate and cooperate effectively in a number of programs to support senior consultants and enhance PUM's capacity.

Speaking at the meeting, on behalf of the provincial leaders, the Vice Chairman of the Provincial People's Committee expressed his thanks to PUM and Mr. Sven Dekker personally for visiting, working and paying attention and supporting Quang Binh; at the same time, he expressed his wish that PUM would soon implement activities to support consultants in Quang Binh as discussed.

The Vice Chairman of the Provincial People's Committee assigned specific tasks to the Center for Public Financial Services and Investment Promotion under the Department of Finance as the focal agency to coordinate with PUM Organization in implementing consulting support contents on building and implementing development strategies in sectors and fields including healthcare, tourism, education, construction; supporting associations, young entrepreneurs' associations, small and medium enterprises in the area in consulting on business development, promotion strategies, corporate governance, adventure tourism product development... as well as accessing capital sources and support programs of the Netherlands for businesses in Vietnam.
