Strengthening Semiconductor and AI Cooperation: A Breakthrough Opportunity for Vietnam-US Relations

During his working trip to attend the 79th United Nations General Assembly High-Level Week and work in the United States, General Secretary and President To Lam had many important activities to promote cooperation between Vietnam and the United States in strategic areas such as semiconductor industry, artificial intelligence (AI) and aviation.

Promoting Semiconductor and Artificial Intelligence Cooperation

On September 22, General Secretary and President To Lam attended a seminar on "Enhancing Vietnam-US cooperation in developing the semiconductor and AI industries". The event brought together leaders and experts from leading US technology corporations such as AMD, Google, Marvell, along with representatives of the US Semiconductor Industry Association (SIA) and the Semiconductor Manufacturing Internationale (SEMI).

Speaking at the seminar, Minister of Planning and Investment Nguyen Chi Dung emphasized that the Vietnam-US relationship is developing strongly, especially in the field of high technology. He affirmed that the potential for cooperation in the fields of semiconductors and AI is huge, especially after the two countries upgraded their relationship to a Comprehensive Strategic Partnership in September 2023. He also informed that Vietnam has issued a National Strategy for Semiconductor Industry Development and a Human Resource Training Program with the goal of training 50,000 engineers in the semiconductor industry by 2030.

According to VNA, in his speech, General Secretary and President To Lam pointed out that developing the semiconductor and AI industries is an objective requirement, a strategic choice, and a priority in science and technology development; which will lead to the development of other supporting industries.

According to the General Secretary and President, Vietnam is currently at an important juncture in its transformation towards a digital economy, a green economy, and a circular economy, and is prioritizing the strong development of science and technology and innovation to create breakthroughs in productivity, quality, and increase the competitiveness of the economy. In that context, Vietnam encourages and prioritizes selective investment attraction, targeting high-tech projects, semiconductors, artificial intelligence, research and development, renewable energy, green hydrogen, and synchronous infrastructure construction... These are also the areas where US investors have great potential and strengths.

Reviewing the positive results that the Vietnam-US cooperation relationship has brought about since the normalization of relations in 1995, General Secretary and President To Lam affirmed that the potential for cooperation between Vietnamese and US partners in high-tech fields such as semiconductors and AI is extremely large and meaningful in the new era, especially after Vietnam and the US upgraded their relationship to a Comprehensive Strategic Partnership with two breakthrough pillars of cooperation: innovation and the semiconductor industry.

The General Secretary and President expressed his belief that cooperation in the fields of semiconductors and artificial intelligence will open up many opportunities for businesses of both sides to promote and exploit each other's advantages. He affirmed that Vietnam always attaches importance to international cooperation and understands that to succeed and advance in high-tech fields, especially the semiconductor and AI industry, we can only go together and build a solid value chain; at the same time, he welcomed US businesses and organizations to Vietnam to jointly develop innovative and sustainable solutions.

Boeing is requested to soon invest in component manufacturing factories in Vietnam.

Also on September 22, General Secretary and President To Lam received Mr. Brendan Nelson, President of Boeing Global - the world's largest aviation corporation. At the meeting, the General Secretary and President highly appreciated Boeing's cooperation with Vietnamese airlines, especially Vietnam Airlines and Vietjet, and acknowledged Boeing's commitment to support the development of the aviation industry ecosystem in Vietnam.

General Secretary and President To Lam emphasized that Vietnam is committed to creating all favorable conditions, in accordance with the law, for US investors in general and the Boeing Group in particular to invest and do business effectively and sustainably in Vietnam.

In this spirit, General Secretary and President To Lam suggested that Boeing continue to closely coordinate with Vietnamese partners to complete and transfer aircraft purchase orders signed in the past time, in particular, Boeing should soon research and invest in component manufacturing factories, build regional aircraft equipment and machinery maintenance centers associated with major airports in Vietnam; at the same time, strengthen cooperation, support human resource training, cooperate in the field of research and development (R&D), technology transfer, and bring Vietnamese partners deeper into Boeing's supply chain.

Mr. Brendan Nelson discussed Boeing's strategy and cooperation commitments with Vietnam in the coming time so that more and more people can use aviation services. He also said that the group is working closely with Vietnam Airlines to complete the signed aircraft purchase contract, expected to be completed in 2028.
