Strengthening the effectiveness of cooperation between the legislative bodies of Vietnam and Japan

Within the framework of his official visit to Japan, on December 5, at the National Assembly headquarters, National Assembly Chairman Tran Thanh Man held talks with President of the Japanese House of Councilors Sekiguchi Mazakaru.

At the talks, the two leaders affirmed that parliamentary cooperation is an important channel in the overall good cooperation between the two countries; were pleased with the signing of a cooperation agreement between the Vietnamese National Assembly and the Japanese House of Councilors to enhance the effectiveness of cooperation between the two countries' legislative bodies on bilateral and multilateral levels; and agreed to promote the effective supervision of the implementation of signed cooperation agreements. The two leaders agreed to increase exchanges and contacts between parliamentarians, especially young parliamentarians and female parliamentarians between the two countries; further promote the important bridging role of the Friendship Parliamentary Union in promoting people-to-people exchanges, business cooperation and cooperation between localities; continue to promote exchanges and experience sharing between specialized committees; coordinate to perfect institutions and policies, build a legal corridor to support businesses of the two countries to expand cooperation and investment in each country.

At the talks, National Assembly Chairman Tran Thanh Man congratulated Mr. Sekiguchi Mazakaru on his election as President of the House of Councilors of Japan; conveyed the greetings of General Secretary To Lam, President Luong Cuong and Prime Minister Pham Minh Chinh to Mr. Sekiguchi; and thanked the Japanese House of Councilors for the warm welcome given to the high-ranking delegation of the Vietnamese National Assembly. National Assembly Chairman Tran Thanh Man affirmed that Vietnam always considers Japan a leading and long-term important partner; assessed that the relationship between the two countries is at its best with high political trust, close and close exchanges at all levels between the two countries.

Senate President Sekiguchi expressed his pleasure to welcome the National Assembly Chairman to an official visit to Japan right after he took office last November; shared the losses and damages caused by Typhoon Yagi to the Vietnamese people, affirming that Japan always stands side by side with Vietnam in difficult times. Regarding the relationship between the two countries, Senate President Sekiguchi believes that this year marks a new beginning of the cooperation journey between the two countries in the next 50 years; affirmed that the Japanese Senate will continue to make positive contributions to the development of the relationship between the two countries.

The two leaders expressed their delight at the fact that the Vietnam-Japan relationship continues to achieve outstanding and substantive results in economic, trade, investment, labor, human resource training, cultural exchange, people-to-people exchange, and local connection between the two countries. Highly appreciating the economic-trade-investment cooperation between the two countries, National Assembly Chairman Tran Thanh Man emphasized that Japan continues to be Vietnam's leading economic partner, the largest ODA provider, the largest partner in terms of labor, the third largest in terms of investment, and the fourth largest in terms of trade and tourism; thanked the National Assembly, Government and people of Japan for actively supporting ODA capital for Vietnam over the past 30 years; requested Japan to continue to effectively implement new-generation ODA with high incentives, simple and flexible procedures for large-scale strategic infrastructure development projects in Vietnam; support Vietnam in industrialization and modernization, building an independent, self-reliant, deeply and comprehensively integrated economy; implementing three strategic breakthroughs in infrastructure, institutions, and human resources.

National Assembly Chairman Tran Thanh Man welcomed Japan's new policy towards foreign workers, especially the establishment of a "training - work" regime instead of the "technical intern" regime; proposed that Japan continue to expand occupations, increase the number of Vietnamese interns; continue to improve the environment, working conditions, living conditions and social security for Vietnamese people in Japan; support the promotion of human resource connectivity through labor cooperation, training of high-quality human resources and strategic-level managers. The National Assembly Chairman also proposed that Japan continue to support Vietnam in overcoming the consequences of war and improving search and rescue capacity. In a friendly, sincere, open and cooperative atmosphere, the two sides also emphasized the need to continue promoting culture, tourism, people-to-people exchange, and local connections so that the relationship can develop further in both breadth and depth.

At the talks, the two sides also agreed to strengthen coordination and mutual support at multilateral forums and mechanisms such as ASEAN, the United Nations, multilateral inter-parliamentary forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), the Asia-Pacific Parliamentary Forum (APPF)... On this occasion, National Assembly Chairman Tran Thanh Man invited Senate President Sekiguchi and his wife to officially visit Vietnam at a suitable time. Senate President Sekiguchi Mazakaru happily accepted the invitation. At the end of the talks, the two sides signed a Cooperation Agreement between the Vietnamese National Assembly and the Japanese Senate.
