Increase investment in key infrastructure systems, ensuring connectivity between the three provinces of Thanh Hoa - Nghe An - Ha Tinh

On the morning of December 10, in Cua Lo town, Nghe An province, a conference was held to evaluate the results of 1 year of implementing the Memorandum of Understanding on development cooperation between the three provinces of Thanh Hoa - Nghe An - Ha Tinh in 2023.

Speaking at the conference, comrade Tran Duy Dong - Deputy Minister of Planning and Investment congratulated and highly appreciated the development cooperation results of the three provinces of Thanh Hoa, Nghe An, and Ha Tinh in recent times.

Notably, 3 provinces have exchanged experiences in the process of implementing provincial planning, regional planning, national planning; attracting investment, linking industry, trade, logistics, investing in transport infrastructure, connecting tourism development...

The Deputy Minister of Planning and Investment emphasized that the three provinces of Thanh Hoa, Nghe An, and Ha Tinh have a particularly important geopolitical position in the North Central and Central Coast regions, as well as the whole country, playing the role of a bridge for economic development between the North and the South.

The Central Government is very interested in the development of three localities, in which Thanh Hoa and Nghe An provinces have been issued a Resolution by the Politburo on development until 2030, with a vision to 2045.

In addition, the three localities have a rich history, culture and heroic revolutionary traditions. In recent times, the three localities have shown solidarity, unity, aspiration to rise up, efforts and attempts. The GRDP scale in 2022 of the three localities reached over 500 billion VND, accounting for over 36% of the GRDP scale of the North Central and Central Coast regions.

The three provinces have more than 300km of coastline, which is a potential for marine economic development in terms of seaports, resort tourism, fishing, and aquaculture. Investment resources of the three provinces have been mobilized and used effectively, especially public investment with focus, key points, effectiveness, efficiency, and taking into account regional connectivity.

Deputy Minister of Planning and Investment Tran Duy Dong said that despite many difficulties in the past time, with the direction of provincial leaders, the three localities have achieved many important results in socio-economic development.

However, the average GRDP per capita of the three provinces is still lower than the average of the region; regional linkages have not yet fully promoted their role and potential as expected, as well as the development orientation of the Politburo. Strategic infrastructures are still limited, especially digital economic and digital social infrastructure; the gap in socio-economic development between the three provinces and between regions of each locality is still large...

In the coming time, to promote the potential, advantages and extremely important position of the 3 provinces in the region and the whole country, comrade Tran Duy Dong - Deputy Minister of Planning and Investment proposed that the 3 localities continue to closely coordinate with the Ministry of Planning and Investment to contribute, develop, appraise and approve the planning of the North Central region and Central Coast for the period 2021-2030, with a vision to 2050.

In particular, identify and demonstrate more clearly the potentials and outstanding advantages of the 3 provinces and the North Central sub-region, and how to form linkage chains in industry, energy, and human resources.

In addition, the three provinces need to soon issue plans to implement the Provincial Planning approved by the Prime Minister, including specific development orientations for the five-year and annual periods; key development programs with specific projects, linked to resource allocation. Prioritize key projects with regional and local linkages. Continue to review the provincial planning to ensure consistency with higher-level planning.

The Ministry of Planning and Investment will coordinate with the three localities to review, propose, adjust specific mechanisms and policies and mobilize resources to effectively promote cooperation between the three localities, especially the linkage between South Thanh Hoa - North Nghe An, South Nghe An - North Ha Tinh, in which priority is given to mechanisms and policies to develop linkages between the three localities.

Deputy Minister of Planning and Investment Tran Duy Dong also suggested that the three provinces continue to promote and improve the efficiency of economic zones; review and adjust functional zones, coastal economic zones, industrial zones, and border economic zones to increase investment attraction, to complement each other, instead of competing with each other.

Focus on increasing investment in key infrastructure systems to ensure connectivity between the three provinces, especially in the fields of transportation, energy, information technology, digital economy, digital society, human resources, logistics, environment, and climate change adaptation.

"Continue to improve the business investment environment, build appropriate mechanisms and policies to encourage businesses to invest; have mechanisms and policies for businesses and localities to invest in each other; promote the potential and advantages of the marine economy," said Deputy Minister of Planning and Investment Tran Duy Dong.

Promote cooperation, mobilize and attract investment sources; promote human resource training, especially high-quality human resources for industries with strengths in each locality; study cooperation in labor transfer in 3 localities.

On the side of the Ministry of Planning and Investment, Deputy Minister Tran Duy Dong said that he will always support the initiatives of each locality, always accompany the provinces in building regional linkage mechanisms and policies; promoting investment attraction; supporting the promotion of local images; mobilizing maximum resources to develop strategic infrastructure and together with localities effectively implementing the Resolution of the Provincial Party Congress of the 3 localities as well as the development cooperation minutes of the 3 provinces.
