Strengthening the fight against crime on the border

Thanh Hoa has 213.6km of border and 192 border markers adjacent to Xop Bau, Vieng Xay, Sam To districts, Hua Phan province (Laos). In recent times, the political security situation and social order and safety have always been stable and maintained. However, criminal activities still pose potential risks, especially the illegal buying, selling and transporting of drugs.

Strengthening the fight against crime on the border The drug and crime prevention task force of the provincial Border Guard arrested two subjects transporting 15,000 synthetic drug pills in Keo Te village, Nhi Son commune (Muong Lat).

On the border, drug crime activities are still complicated. Subjects in Sam Neua town, Hua Phan province collude to transport drugs to border points in Vieng Xay, Sop Bau, Sam To districts, then connect with Vietnamese subjects to transport drugs across the border of Thanh Hoa province into the interior for consumption. On the inland border, illegal buying, selling, and storing of heroin and synthetic drugs on the Muong Lat and Quan Hoa border lines has emerged. Criminals take advantage of the rugged terrain and darkness to operate; frequently changing buying, selling, and delivery locations to avoid control and detection by authorities.

Based on the above reality, in recent times, the Provincial Border Guard has directed the specialized force for drug and crime prevention and control, along with the mountain units, to focus on grasping the situation in the interior and exterior, especially in key areas of drug crimes, illegal use of weapons, explosives, activities related to human trafficking, smuggling and trade fraud. Along with that, the Provincial Border Guard has advised the Provincial People's Committee and the Provincial Steering Committee to effectively implement the Project "Resolving the complicated situation of crime and drug abuse in the border communes of Thanh Hoa province, period 2021-2025"; Plan No. 240/KH-UBND, dated November 12, 2020 of the Provincial People's Committee on "Strengthening propaganda and mobilization work for people not to produce, store, use, buy and sell weapons, explosives, and support tools on the land border, period 2021-2025". In addition, the Provincial Border Guard regularly coordinates with the functional forces of Hua Phan province to strictly manage the border system and border markers, maintain strict implementation of the Agreement on Vietnam - Laos border regulations, Decrees 34 and 112 of the Government on border regulations and border gates; do a good job of managing, protecting, patrolling, controlling, detecting, preventing and effectively combating activities that violate the sovereignty and security of the two countries' borders; effectively combat activities of connecting and enticing Mong ethnic people to Laos to follow bandits; prevent Mong people from migrating freely and illegally proselytizing...

Since the beginning of 2023, units under the Provincial Border Guard Command have successfully organized a special project and implemented 8 operational plans. Thereby, 9 cases/12 subjects were discovered and arrested, 62,211 grams of heroin, 17,438 synthetic drug pills and many other exhibits were seized. Illegal entry and exit activities have been basically controlled. Since the beginning of 2023, the Provincial Border Guard has discovered and arrested 1 case/7 subjects with illegal entry and exit. Prosecuted and transferred 4 subjects to the police force, administratively fined 5 subjects, with a total fine of 19 million VND... contributing to ensuring political security and social order and safety on the border.
