Strengthening traffic safety for students

(Baothanhhoa.vn) - To ensure the safety of local students every day going to school, Trieu Son district has focused on leading and directing the drastic and synchronous implementation of measures to ensure traffic safety and order (TSA) for school-age children, in accordance with the spirit of Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on "Strengthening the work of ensuring TSA for school-age children in the new situation" (hereinafter referred to as Directive No. 31).

Strengthening traffic safety for students

Trieu Son district currently has 102 schools, with 46,523 students. Through inspection, the whole district has about 6,157 students currently using electric bicycles, electric motorbikes, motorbikes and motorcycles to go to school. Although the school regularly coordinates with the police of communes and towns to propagate and disseminate knowledge of traffic safety laws and train traffic safety skills, there are still a number of students in the district who violate the Road Traffic Safety Law. This not only causes loss of traffic safety, but also poses a high risk of traffic accidents.

With the goal of reducing traffic accidents involving students in all three criteria of the number of cases, the number of deaths, the number of injuries and gradually forming a civilized traffic culture for students in schools in the area, Trieu Son district has seriously implemented Directive No. 31 of the Prime Minister. Along with thoroughly disseminating the core content of Directive No. 31 to cadres, civil servants, and party members, Trieu Son district has directed departments, agencies, units and 34 communes and towns to develop a plan "Strengthening the work of ensuring traffic safety for students in the new situation" and organizing its implementation seriously and effectively.

Following the direction of the district, the Department of Education and Training coordinated with the police of communes and towns to continue to effectively implement the coordination program between the Ministry of Public Security and the Ministry of Education and Training on strengthening the propaganda, dissemination and education of traffic safety laws in educational institutions for the period 2022-2025. Accordingly, schools in the area have organized many propaganda and dissemination sessions on traffic safety laws in each semester, combined with training on safe traffic participation skills for students. Propaganda activities are organized by schools in many forms such as flag-raising activities, dramatization, and extracurricular lessons. The propaganda content focuses on the Law on Road Traffic Safety; penalties for common traffic safety violations among students when driving motorbikes, scooters, and electric scooters in traffic. In 2024, schools organized 146 traffic safety law dissemination sessions for 37,521 students.

Along with propaganda, 100% of schools in the district also organized for staff, teachers, students, and parents to sign a commitment to strictly comply with the provisions of the law on traffic safety. In particular, students driving motorbikes, electric bicycles, electric motorbikes, and scooters to school must strictly comply with wearing standard helmets to minimize injuries in case of traffic accidents.

In addition, Trieu Son district continues to effectively implement the Project "Building, expanding, consolidating and improving the operational efficiency of self-management models in ensuring traffic safety in Thanh Hoa province in the period of 2023-2026" of the Provincial People's Committee. In 2024, the district directed communes and towns to select and organize the construction of "Traffic Safety School" models under the direction of the Provincial People's Committee. By January 2025, the district had built and launched 1 provincial-level "Traffic Safety School" model at Trieu Son 5 High School. At the same time, 2 district-level "Traffic Safety School" models were built at Trieu Son 4 High School and Trieu Son High School; 2 commune-level "Traffic Safety School" models at Xuan Thinh Secondary School and Dong Tien Secondary School. For the remaining communes and towns, the district strives to build and launch the "Traffic Safety School" model in 2025.

Along with the "soft" measures, the district has directed the police of 34 communes and towns to increase patrols, inspections, and handling of traffic safety violations that are considered direct causes of traffic accidents involving students. For example, driving a motorbike without a driver's license; not wearing a helmet; carrying more people than the prescribed number; not obeying traffic lights; driving in a row; weaving, swerving... With a determined spirit and no forbidden zones, in 2024, the police of communes and towns organized 246 patrols and reminded 312 students to strictly comply with the provisions of the law when participating in traffic. At the same time, they drew up administrative fines for 482 cases of students violating traffic safety. In cases where students violate the law, the commune and town police invite parents to witness and write a commitment to strengthen management and education to prevent students from violating or re-offending and not to hand over vehicles to their children when they do not meet the required conditions. On the other hand, the police of 34 communes and towns also arrange forces to maintain and ensure traffic safety at school gates at the beginning and end of school hours, in order to handle cases where students and parents stop or park their vehicles in violation of regulations, causing traffic jams and potential risks of traffic accidents.

By taking drastic measures, Trieu Son district has minimized traffic accidents involving students. From December 2023 to the end of 2024, there were 6 traffic accidents involving students in the district, a decrease of 7 cases compared to the same period. Traffic congestion at school gates has been basically resolved.

After more than 1 year of implementing Directive No. 31 of the Prime Minister, schools and parents in Trieu Son district have raised their awareness of obeying the law when participating in traffic. Students have been equipped with skills and knowledge to participate in traffic safety. These positive habits have spread to all local people, contributing to gradually forming a traffic culture in the community.
