Strengthening management and propaganda of the use of traditional costumes

On May 16, the Department of Culture, Sports and Tourism issued a document on strengthening the management and promotion of the use of traditional costumes in the province.

In recent times, the work of preserving and promoting the traditional cultural values of ethnic minorities in the province has been effectively implemented by units and localities. The traditional cultural values of ethnic minorities in the province have been cared for, preserved and promoted in the new period of the country.

However, through monitoring and grasping the actual situation and on the mass media, currently, at some historical and cultural relics, scenic spots, tourist areas and spots in the province, there is the practice of renting and wearing traditional costumes (not the traditional costumes of Vietnamese ethnic groups) for tourists to rent to take photos and check-in at tourist attractions. The use of costumes that are not suitable for the traditional cultural identity of Vietnam to take photos at historical and cultural relics and scenic spots, tourist areas and spots in the province has caused public outrage, affected the preservation of traditional cultural values, and may cause misunderstandings about destination identification for domestic and international friends.

In order to effectively carry out the work of preserving and promoting traditional cultural values, in accordance with the customs and traditions, and preserving the fine traditional cultural identities of ethnic minorities in the province, the Department of Culture, Sports and Tourism requests the People's Committees of districts and cities to develop plans and effectively implement projects to preserve and promote the fine traditional cultural identities of ethnic minorities in the locality and the province. Actively propagate, introduce and promote the origin, practice process and value of fine customs and practices in ethnic communities.

Implement synchronous solutions to end and eliminate negative and offensive elements that are not suitable for traditional culture, customs, habits, and cultural life of local ethnic groups. Promote and encourage the regular use of traditional ethnic costumes in community activities, festivals at historical and cultural relics and scenic spots; tourist areas, spots, and community cultural tourism villages.

Direct local schools to let students wear traditional costumes on certain days of the week to honor traditional costumes; organize activities to preserve, conserve and promote traditional cultural values. Strengthen inspection and handling of violations in cultural, sports and tourism activities in the area according to authority. Regularly inspect and monitor arising issues according to recommendations and feedback from tourists.

Suggesting the Management Board of historical and cultural relics and scenic spots, tourist areas and attractions consider including in the unit's regulations the content "do not use costumes that are not suitable for the cultural identity of Vietnamese ethnic groups for taking souvenir photos". Instructing organizations and individuals with business activities at tourist attractions in the area to only rent traditional costumes of Vietnamese ethnic groups, encouraging the rental of traditional costumes of Cao Bang ethnic groups; raising awareness about eliminating foreign costumes, not using costumes of other countries when checking in at historical and cultural relics, scenic spots and tourist attractions in the area. For innovative costumes, it is necessary to ensure the preservation of traditional cultural identity elements (style, brocade patterns...), contributing to building a more beautiful image of Cao Bang in the hearts of tourists. The Provincial Tourism Association carries out propaganda on the work of preserving and promoting the fine traditional cultural identity of ethnic minorities in the province; pioneers in the use of traditional costumes. Mobilizes and encourages members to participate in the production of products related to the traditional costumes of the province's ethnic minorities.
