Specifically, the new draft Circular will enhance the autonomy and accountability of examination organizing or joint examination organizing units in the direction that the Circular only stipulates the framework, requirements, and minimum criteria for organizing units; it does not specify detailed regulations and procedures for organizing examinations as before. Accordingly, units will base on the criteria, develop their own examination organizing procedures, coordination/joint regulations, and publicly announce them as well as send them to the Ministry of Education and Training through the Department of Quality Management for management and inspection, control, supervision, and post-inspection.
Exam organizing units must strengthen solutions to ensure security, safety, reliability, fairness in organizing exams and granting foreign language certificates according to the 6-level foreign language proficiency framework, especially against proxy exams and proxy exams, including adding regulations such as requiring units to provide photos of candidates during the exam on the certificate lookup and verification system.
Another new point in the draft Circular is that it allows the test-organizing unit to cooperate (test site) with another unit to organize foreign language proficiency tests according to the 6-level foreign language proficiency framework for Vietnam if the cooperating unit meets the conditions specified in the Circular. This contributes to expanding the test locations, making it more convenient for candidates to take the test. Units must also increase the effective application of information technology and digital transformation in all stages of the test organization. At the same time, it clearly stipulates the process of building test questions, test question banks, and regulations on the level of duplication of test questions between test sessions.
