Therefore, to mobilize 100% of students to participate in health insurance, in addition to reviewing the subjects eligible for the policy, homeroom teachers and the school's Board of Directors find every solution to achieve the set target. Ms. Dinh Thi Ngoc Anh, a teacher at the school, shared: To mobilize 100% of students to participate, I have applied my knowledge and understanding of the value and humane policies of health insurance to propagate and explain to parents. Participating in health insurance is very important for yourself, your family and the whole society, in case of illness or disease. And if you do not use it yourself, share this cost with society.

“The best solution is still to propagate and encourage parents to understand the meaning and importance of health insurance. Only when parents understand deeply and clearly will they voluntarily participate for their children and their whole family. For those in difficult circumstances who cannot participate, the school will mobilize benefactors to support the cost of buying health insurance cards for the children, an average of more than 10 million VND per year” - Principal of Binh Son Primary and Secondary School Cao Minh Anh shared.

Along with schools, in residential areas, especially in disadvantaged ethnic minority areas, the district Social Insurance cooperates with local Party committees and authorities to "go to every alley, knock on every door, check every person" to promote propaganda and mobilize people to raise awareness of the humane policy of health insurance. Especially in ethnic minority areas, the majority of people are entitled to benefits under Resolution 06 of the Provincial People's Council, however, many people do not fully understand, so it is necessary to mobilize early participation to ensure rights and benefits.

Head of Binh Minh village, Binh Son commune, Dieu Ly Ha, said: The village has more than 95% of the population being Stieng people, so the state budget supports 95% of the health insurance premium according to Resolution 06 of the Provincial People's Council, the remaining amount to be paid is very small, only 60 thousand VND/year. This is a very large support policy, helping the majority of people in the area to buy health insurance cards, access advanced and modern medical services when unfortunately sick or ill. However, there are still about 5% of the village's population that have not participated due to lack of awareness of the humane policies of the Party and State, so we will continue to propagate and mobilize in the coming time.

Phu Rieng District Social Insurance cooperates with local authorities to "go to every alley, knock on every door, check every person" to propagate and mobilize participation in health insurance.

Through screening, Binh Son commune has more than 50% of agricultural, forestry and fishery households with average living standards supported to buy health insurance cards according to Resolution 06 of the Provincial People's Council. The number of supported is quite large, along with the synchronous implementation of many solutions, the rate of universal health insurance coverage in 2024 in the advanced new rural commune of Binh Son will reach 95%; in 2025, strive to maintain and exceed the assigned target.

Vice Chairman of Binh Son Commune People's Committee Nguyen Van Hoan shared: When Resolution 06 of the Provincial People's Council was issued, the commune established a steering committee to implement it, and at the same time integrated it into the conferences of the commune, village and hamlet unions to propagate and help people understand clearly the rights and obligations when participating in health insurance as well as the great support policy of the Provincial People's Council. However, some households have not yet participated due to fear of the "gap" between health insurance examination and service examination.

Boosting digitalization

Through survey and evaluation, Phu Rieng district has about 15 thousand people recognized as agricultural, forestry and fishery households with average living standards supported by Resolution 06 of the Provincial People's Council. Up to now, through mobilization and propaganda, 11 thousand people have participated in health insurance, accounting for about 15% of the district's population. The remaining number is being mobilized to participate to ensure rights and benefits as well as increase the health insurance coverage rate in the coming time.

Deputy Director of Phu Rieng District Social Insurance Truong Quang Hieu said: In July 2024, Resolution 06 of the Provincial People's Council will take effect, Social Insurance will coordinate with relevant units to issue documents directing departments, offices, and People's Committees of communes to resolutely implement the content of the resolution. At the same time, the district Social Insurance will organize conferences, coordinate with media units and through social networking sites such as Zalo and Facebook to propagate and convey content about financial support for purchasing health insurance cards for beneficiaries.

In recent years, all administrative procedures related to social insurance and health insurance transactions have been carried out through electronic transaction portals. And the most effective way for digital transformation today is for the Social Insurance to coordinate with the police and localities to guide the installation of VssID and VNeID level 2 applications to help people and businesses look up their social insurance and health insurance participation process on these applications as well as use them for medical examination and treatment at medical facilities.

Along with the policy of supporting the purchase of health insurance cards according to Resolution 06, in recent years, the social insurance sector in general and Phu Rieng district social insurance in particular have focused on reforming administrative procedures, digital transformation, and bringing electronic transactions to resolve regimes and policies for participants. Thereby, helping people and businesses to access and transact documents with the social insurance agency anytime, anywhere, with the goal of taking the interests of people and businesses as the center.
