For nearly 2 years now, the cadres, civil servants, public employees and other workers in our country's administrative system have been waiting for a salary increase. It is not wrong to say that they are waiting, because those involved are waiting, but outsiders in the market have turned this waiting into concrete numbers.
However, the strange thing is that this time, apart from the general information that salaries will be reformed and increased significantly, there is nothing more specific. They keep talking about salary reform without any idea of how much it will increase specifically, or whether the salary scale will have any major changes compared to the present.
My salary is a coefficient of three or four points or something multiplied by the basic salary of 1.8 million VND, that's my salary. It's very complicated and hard to remember, many people say. I don't think so, because what is difficult to remember, what is complicated. I wish it were that complicated, but if the basic salary kept increasing steadily, that would be great. The most important issue for people working in both the public and private sectors is that the salary must be enough to live on and have savings, not only enough to eat, enough to wear, enough to cover children's education, but also the ability to buy a house in the real estate market after a few years of working.

It is expected that this salary reform will completely eliminate the coefficient-based salary design, build a salary scale based on job position, and will implement salary payment based on job position, title, and leadership position. Your ability and work results will be the basic measure to pay you according to the job position you are assigned. It sounds very fair and reasonable. There will no longer be the phenomenon of not working, working less, with average work results but still receiving full salary like those with better work results.
However, to get paid according to the job position is not simple. Doing it wrong is very difficult, it will affect good plans.
Job position (VWP) is an issue that we refer to from some countries and apply in our country. But understanding VWP correctly is difficult, building a specific VWP is even more difficult. According to current regulations, we have VWP in the internal affairs sector, VWP in the culture, sports and tourism sector, VWP in the science and technology sector, VWP in the education and training sector... Then there are specialized VWPs used in common such as inspection, legal, organization, cadres...
In short, the VTVL that we build must be standard in order to be able to pay salaries according to VTVL; if we base salary reform on non-standard content, there will be problems. It is appropriate to pause and continue research, and therefore, temporarily maintain the salary scale according to the coefficient plus increase the basic salary.
According to official information from the Ministry of Home Affairs, the Government proposed that during the time when the conditions for abolishing the basic salary and salary coefficient are not yet met, the Politburo agreed in principle to let the Government report to the National Assembly to allow the implementation of the solution to increase public sector salaries from July 1, 2024.
Specifically, from July 1, the basic salary will be increased by 30% (from the current VND 1.8 million to VND 2.34 million/month) for all salary recipients and beneficiaries of policies related to the basic salary from the state budget.
Although the salary payment has not been implemented according to job position and title, leadership position, the target of increasing salary for officials and civil servants according to Resolution 27 has been achieved (by 2025, the lowest salary in the public sector will be higher than the lowest salary in the enterprise sector); the content of adjusting the basic salary level of the public sector (when the new salary table has not been implemented) is also the content of salary reform stated in Resolution 27, this increase also corresponds to the increase when implementing salary reform.
In addition, during the time when the conditions for implementing the 9 new allowances are not yet met, the Government proposes to continue implementing the current allowances. At the same time, it assigns competent agencies to study and amend the allowance regime and some specific regimes of the armed forces and of cadres, civil servants and public employees in some specialized fields (especially allowances by profession) that have arisen unreasonablely during the implementation process.
This is truly a brave and wise decision of the manager. Brave because he saw that the content had many shortcomings, and needed to continue to study and improve gradually, carefully, without haste, or in other words, he saw the problems that were not yet standard so that he could take appropriate action.
Wisely, the cadres, civil servants, public employees, retirees, and beneficiaries of other policies and regimes are waiting for a specific decision from the state regarding their monthly wallets. Finally, there is a specific number and to be honest, the adjustment of the basic salary from 1.8 to 2.34 million VND is not a small adjustment. Personally, I think, let's be happy and look forward to the next salary reforms!
