Tan Loc commune is the second locality in Loc Ha district (Ha Tinh) to carry out the third land conversion to achieve the goal of each household only producing one field in the upcoming spring crop.

Leaders of Tan Loc commune and the Steering Committee for land conversion of Tan Trung village inspected the newly dug and built internal road system.

Tan Trung is the first village in Tan Loc commune to specify the tasks related to the third land conversion. Accordingly, more than a month ago, the village began hiring machinery to dig and build roads in the fields, canals, relocate graves in the fields and carry out other related tasks. Tan Trung village is determined to divide 90 hectares of rice fields for 350 households before the coming November, each household from 3 small plots as before to 1 large plot.

Secretary of Tan Trung village Party cell Nguyen Dinh Bieng said: “To create a breakthrough in the fields, our village proactively took the initiative as early as the commune. In this third field conversion, the whole village had to exhume 641 graves (550 graves have been exhumed), dig and build 55 new roads with a total length of 16 km and 13 km of various canals (90% of the volume has been achieved). Although the rice fields have not been divided, looking at the newly formed large plots, the newly dug and built large and beautiful internal roads... everyone is excited”.

The remaining 3 villages, Tan Thanh, Tan Thuong, Kim Tan, are also rushing to carry out the land "revolution". Although the weather is not really favorable, many areas are deep and low, the amount of digging and filling is very large, the implementation time is quite urgent... but with high determination, promoting the spirit of democracy, the problems have been gradually resolved. Currently, all 4 villages are participating with the highest determination, dozens of machines are operating continuously throughout the fields, the atmosphere of excitement spreads everywhere.

Mr. Nguyen Duy Hoai - Head of Kim Tan village informed: "Our village is implementing the third land conversion very resolutely, responsibly, with high consensus. During the implementation process, all tasks such as: propaganda, mobilization, field inspection, statistics of items, planning, organizing the implementation of each part of the work... are all carried out democratically, discussed thoroughly, so it takes place smoothly, on schedule, ensuring quality. Strive for about 20 more days, the village will relocate all 879 graves, dig and build 24 km of internal field roads, build 2 km of main drainage canals... to divide 216 hectares of rice fields to 686 families".

Tan Loc commune has nearly 660 hectares of agricultural land. In 2009, after the second land conversion, the whole commune had 3,197 plots of land (a decrease of 6,123 plots compared to the first conversion), divided among 1,393 households (an average of 2.3 plots/household); of which, 197 households received 1 plot, 650 households had 2 plots, and 546 households had 3 or more plots.

This time, the land conversion work in Tan Loc was approved by the Standing Committee of Loc Ha District Party Committee in early June 2023. After that, the commune focused on discussing, inspecting the situation, developing plans, collecting opinions and other specific tasks.

For over a month, dozens of machines have been operating continuously in the fields of Tan Loc commune to soon complete the excavation of canals, internal roads, and demolition of embankments and plot banks.

Chairman of Tan Loc Commune People's Committee Nguyen Duy Doan said: The whole commune divided 660 hectares of rice fields into 1,621 large plots. To serve production, this time the villages will dig and build 243 new internal roads from 3-5m wide with a total length of 76 km, 81 canals with a total length of nearly 25 km, 16 culverts and hundreds of ball-shaped culverts; relocate 1,796 graves, move 233 thousand m3 ^of land, level tens of thousands of m2 ^of rice fields... The total cost is expected to be about 16 billion VND; of which, the superiors will support more than 5.8 billion VND, the commune budget will be nearly 4.2 billion VND, and the rest will be contributed by the people to renovate the rice fields.

“Currently, the volume of digging and filling the internal roads has reached 73%, the canals have reached 63%, the grave relocation has reached 89%, and other related tasks have reached about 85%. We are focusing on removing difficulties and problems arising during the implementation process, especially handling the difficult problems of 22 hectares of Dong Sau area in Tan Thanh village (deep fields, having to build embankments to prevent landslides for 300m, build 10 culverts across the road, harden 2 km of canals) and the flooding situation in some deep-lying areas, where machinery cannot enter to work... We strive to organize meetings, draw lots, and hand over land to people in early November,” added Chairman of Tan Loc Commune People's Committee Nguyen Duy Doan.
