The epoch-making stature of the April 30, 1975 Victory stems directly from the Party's correct political, military and diplomatic lines; from the combined strength of the great national unity bloc combined with the strength of the times under the correct and wise leadership of the Party; from the tradition of patriotism and the spirit of aspiration for independence, freedom, peace and national unification of the entire Vietnamese nation; from the mettle and will of the Vietnamese people, always knowing how to inherit and promote the tradition of building and defending the country of their ancestors, never surrendering to the invaders; from the ingenious and creative Vietnamese military line and art; from the valuable support of comrades, friends and progressive people all over the world. That is the victory of the line of holding high the flag of national independence and socialism - the red thread running through the entire history of the Vietnamese revolution since the Party was founded and the invincible flag of the Vietnamese revolution. The victory of April 30, 1975 will forever be a shining symbol of patriotism, Vietnamese bravery and intelligence in the Ho Chi Minh era.

In the new revolutionary stage, with the spirit and great stature of the April 30, 1975 Victory, our entire Party, people and army need to:

Firstly, continue to promote the leadership role of the Communist Party of Vietnam in the new era - the era of national development, maintain political stability, a peaceful environment, build and firmly protect the socialist Vietnamese Fatherland. In which, socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation of society; ensuring national defense and security is essential and regular. As the only ruling Party, leading the State and society, the Party's leadership is the leading factor determining all victories in the cause of building and protecting the Fatherland.

Therefore, the Party advocates that Party building and rectification are closely linked with building the political system. The Party and each member organization of the political system are always clean and strong in all aspects. The components of the political system are always innovated; the functions, tasks, and working relationships of each organization are more reasonably defined and adjusted, gradually meeting the requirements of building and perfecting the socialist rule-of-law state and developing a socialist-oriented market economy.

To meet the requirements of building a modern, transparent political system for the rapid and sustainable development of the country in the new era, the Party advocates streamlining the apparatus of the political system in the spirit of Resolution 18 of the 12th Central Executive Committee, creating a breakthrough in theoretical thinking and practical organization of institutions; on improving the effectiveness and efficiency of the entire political system, preventing and repelling negativity and corruption, overcoming bottlenecks in management; correctly identifying solutions, resolute and effective actions in the organizational structure of the entire political system "refined, compact, strong, efficient, effective, and efficient"; preparing for the "hundred-year vision" of national development, meeting the requirements of the task of building and defending the Fatherland in the new revolutionary period.

Effectively implement Resolution No. 57-NQ/TW of the 13th Politburo on breakthroughs in science and technology development, innovation and national digital transformation, digital economic development, and improving productivity, quality, efficiency and competitiveness of the economy.

To concretize and effectively implement the relationship between the two strategic tasks of building and defending the Fatherland in the socio-economic development strategy and the Fatherland protection strategy; in the fields of economy, culture, society, national defense, security, and foreign affairs; in strategic regions, areas, and areas and in each specific task, program, and plan. In the current process of building and defending the Fatherland, especially in the era of national development, the construction and perfection of cultural values ​​and standards of Vietnamese people must aim at a close and harmonious connection between traditional values ​​and modern values, between the construction of core values ​​and the perfection of the cultural value system with the comprehensive development of personality, morality, intelligence, physical strength and soul of each person.

Cultural development aims to perfect human personality and build people to develop culture. Through that connection, cultural values ​​and Vietnamese human qualities become an endogenous strength to ensure the defense of the Fatherland and the sustainable development of the country.

Fourth, closely combine national defense, security and foreign affairs, build a solid "people's heart position" to meet the requirements of strengthening national defense, security and protecting the Fatherland. Build a revolutionary, disciplined, elite and modern People's Army and People's Police; build a strong reserve force and a strong and widespread militia and self-defense force.
