According to initial information, in mid-July 2023, after learning that Mr. NHQ in Dak Mil district had not complied with the legal regulations on land management and use, Le Huu Vuong met and asked Mr. Q to give him money or he would write an article for publication in the newspaper. Out of fear, at the end of July and the beginning of August, Mr. Q gave Vuong 2 times with a total amount of 15 million VND and some other items.

Not stopping there, about 2 weeks later, Vuong continued to call Mr. Q to ask for 150 million VND. On August 24, Vuong asked Mr. Q to give the money and Mr. Q explained his difficult circumstances and lack of money, Vuong reduced it to 50 million VND. However, Mr. Q could only arrange 10 million VND to give Vuong in advance, the rest was owed by Mr. Q and would be transferred later. Upon receiving Mr. Q's complaint, Dak Mil District Police summoned Le Huu Vuong to clarify the content of the complaint.
Based on the collected documents and evidence, on August 25, 2023, the Dak Mil District Police Department issued an order to detain Le Huu Vuong in an emergency to investigate and clarify the act of extortion.
It is known that in recent times, besides the active activities of central and local press agencies in propaganda work, contributing significantly to economic, cultural, social development and ensuring security and national defense... public opinion is very upset with the fact that some subjects take advantage of the name of press reporters to operate contrary to the principles and purposes of journalists, even harassing and extorting money from organizations and individuals, causing negative impacts on the image of journalists and press agencies; causing anger and dissatisfaction towards genuine journalists.
