Provincial-level units with a large amount of funds temporarily suspended for purchasing assets and equipment are the Department of Health and its affiliated units with 14.18 billion VND; the Department of Agriculture and Environment and its affiliated units with 13.22 billion VND... Some localities at the district and commune levels have a large amount of funds temporarily suspended for spending such as Cam Giang with 5.4 billion VND, Thanh Mien with 4.3 billion VND, Kinh Mon town with 2.9 billion VND...
According to the Department of Finance, the temporary suspension of purchasing assets and working equipment is implemented in all agencies and units at the provincial, district and commune levels (except for schools). Purchasing is only carried out in cases where it is necessary to purchase immediately to ensure the normal operation of the agency or unit. In particular, cases where procurement contracts have been signed by the end of March 28, 2025 and are under construction, installation and handover, focus on implementation, urgently complete for acceptance, handover and settlement according to regulations.
The suspension of purchasing assets and equipment aims to practice thrift and combat waste in the process of implementing the plan to innovate and reorganize the apparatus and administrative units.
In 2025, the province plans to allocate 259 billion VND for regular expenditures on purchasing assets and working equipment (185 billion VND for the provincial sector; 74 billion VND for the district and commune sector). Up to now, the budget for completed implementation and signed contracts being handed over is 44.7 billion VND (21.4 billion VND for the provincial sector; 23.3 billion VND for the district and commune sector); the budget proposed to continue implementation is 101 billion VND (81.7 billion VND for the provincial sector; 19.3 billion VND for the district and commune sector).
