(NLDO) – The People's Committee of Hai Chau District, Da Nang City spoke out about an urban regulation officer who received fines through his personal account number.
On December 11, the People's Committee of Hai Chau District, Da Nang City announced that it had taken disciplinary action against officials showing signs of violations.
Urban code inspection force on duty in Hai Chau district
Previously, on December 10, social networks reported that an official of the Urban Regulation Inspection Team of Hai Chau 2 Ward showed signs of violations during work.
Specifically, a resident complained that when he parked his car on the street, an urban regulation inspector caught him and asked him to transfer 750,000 VND to his personal account to pay the fine.
According to the People's Committee of Hai Chau District, this officer is Mr. NVQ, an officer of the District Urban Regulation Inspection Team, assigned to work at the People's Committee of Hai Chau 2 Ward.
At that time, Mr. Q. and the functional forces of Hai Chau 2 Ward People's Committee conducted an urban order inspection at K269 Ong Ich Khiem alley (next to Con market) as planned.
During the patrol, the authorities discovered that Ms. HTH (resident of Son Tinh district, Quang Ngai ) had set up a motorbike, cargo box, etc. to bring goods into Con market, affecting traffic safety and order.
At this time, Mr. Q. made a record of administrative violations. Ms. H. also admitted to the violation and signed the record.
According to the procedure, the People's Committee of Hai Chau 2 Ward will issue a decision to impose administrative penalties. After that, citizens will pay the fine according to regulations.
However, because she is a small business and lives far away and does not have much time to travel to pay the fine, Ms. H. proposed to pay the fine immediately.
Realizing Ms. H.'s difficult situation, Mr. NVQ instructed Ms. H. to write a bail deposit paper to pay the fine with the exact amount that must be paid when there is a Decision to impose an administrative penalty of 750,000 VND.
After writing the paper, because she did not have enough cash, Ms. H. asked for Mr. Q.'s account number to transfer money to pay the fine. Therefore, Mr. Q. provided his personal account number for Ms. H. to transfer money to pay the fine.
Hai Chau District People's Committee believes that although Mr. Q.'s actions stemmed from the idea of helping citizens, without any sense of profit (receiving the exact amount of money citizens had to pay in fines), he did not follow the correct procedures prescribed by law, creating bad public opinion.
Therefore, the District People's Committee has temporarily suspended this official from work for 15 days from December 11 to clarify and handle according to regulations.
