1. Cases of recovering locked electronic identification accounts

Cases of restoring locked electronic identification accounts according to Article 11 of Decision 34/2021/QD-TTg are as follows:

- When the electronic identity subject requests to restore the electronic identity account code that was previously requested to be locked according to the provisions of Clause 1, Article 10 of Decision 34/2021/QD-TTg:

When the electronic identity subject requests to lock his electronic identity account.

- When the prosecution agency, competent authority or service user requests the restoration of the electronic identification account that was previously requested to be locked as prescribed in Clause 2, Article 10 of Decision 34/2021/QD-TTg:

Upon request of the prosecution agency, competent authority or service user.

- When the electronic identity subject has corrected the violation of the provisions in Clause 3, Article 10 of Decision 34/2021/QD-TTg and requests to restore the electronic identity account:

When the electronic identity subject violates the terms of service agreed with the electronic identity account issuing authority.

2. Regulations on activating electronic identification accounts

Regulations on activating electronic identification accounts according to Article 7 of Decision 34/2021/QD-TTg are as follows:

- Activating a Level 1 electronic identification account is done as follows:

+ When a Vietnamese citizen registers for an electronic identification account, the Electronic Identification and Authentication System automatically compares and cross-checks the citizen information declared at points a, b, c and d, Clause 4, Article 6 of Decision 34/2021/QD-TTg with the information in the National Population Database. If they match, then:

Create a Level 1 electronic identification account and send an account activation request to the registrant via the registered phone number or email; the registrant performs the activation as required by the Electronic Identification and Authentication System;

+ When a foreigner registers for an electronic identification account, the Electronic Identification and Authentication System automatically compares and cross-checks the information declared by the foreigner at points a, b, c, d and dd, Clause 4, Article 6 of Decision 34/2021/QD-TTg with the information in the National Database on Entry and Exit. If there is a match:

Create a Level 1 electronic identification account and send an account activation request to the registrant via the registered phone number or email; the registrant performs the activation as required by the Electronic Identification and Authentication System.

- Activating a Level 2 electronic identification account is done as follows:

+ When a Vietnamese citizen registers for an electronic identification account, the Electronic Identification and Authentication System automatically compares and cross-checks the information declared by the registrant at points a, b, c and d, Clause 4, Article 6 of Decision 34/2021/QD-TTg with the information in the National Population Database and compares and cross-checks it with the portrait photo;

Or the registrant's fingerprint, if it matches, will create a Level 2 electronic identification account and send an account activation request to the registrant via the registered phone number or email; the registrant will perform the activation according to the requirements of the Electronic Identification and Authentication System;

+ When a foreigner registers for an electronic identification account, the Electronic Identification and Authentication System automatically compares and cross-checks the information declared by the registrant at points a, b, c, d and dd, Clause 4, Article 6 of Decision 34/2021/QD-TTg with the information in the National Database on Entry and Exit and compares it with the portrait or fingerprint of the registrant. If a match occurs, then:

Create a Level 2 electronic identification account and send an account activation request to the registrant via the registered phone number or email; the registrant performs the activation as required by the Electronic Identification and Authentication System.
