The " Quang Tri joins forces to build new rural areas" movement has truly become a vibrant and widespread emulation campaign from the provincial level to the grassroots, receiving attention and guidance from all levels and sectors. This has led to significant changes in the awareness, actions, consciousness, and responsibility of all segments of the population, making an important contribution to the successful achievement of the province's socio-economic development goals.

For nearly 10 years, the "New Rural Area Beautification Sunday" movement has been regularly implemented in Quat Xa village, Cam Nghia commune, Cam Lo district on the last Sunday of each month, attracting the participation of a large number of villagers.
According to Luong Cong Duy, Party Secretary and Head of Quat Xa village: “Rural beautification and participation in building new rural areas have become regular activities for the people of Quat Xa village. Every last Sunday of the month, people proactively arrange their family affairs to participate with the village in beautifying village roads and alleys, planting and caring for flowerbeds along the roads, and cleaning the environment...”
In addition, associations and organizations in the village also register for rural beautification activities on anniversaries and holidays. The spread of the movement has also helped each villager raise awareness about rural beautification, thereby contributing to building a new rural area. Many households have proactively cleaned and beautified their gardens, houses, and entrances, making them green, clean, and beautiful.
Notably, the "Quang Tri joins forces to build new rural areas" movement has fostered a spirit of competition among villages in the area. This has fostered a sense of self-reliance among the people, encouraging them to contribute and work together to gradually transform rural areas into livable places.
The implementation of the "Quang Tri joins hands to build new rural areas" movement has also become a key and regular task for all levels and sectors in the province. The Chairwoman of the Provincial Women's Union, Tran Thi Thanh Ha, stated: "In implementing the campaign 'Building families with 5 no's and 3 clean's' in conjunction with the 'Quang Tri women join hands to build new rural areas' movement, we have directed all levels of the Women's Union to continue undertaking tasks to participate in building new rural areas in their localities, selecting units to build model "5 yes's and 3 clean's" pilot projects."
Simultaneously, they directly implemented and coordinated many activities such as collaborating with the Department of Natural Resources and Environment to organize the competition "Quang Tri Women Acting Together to Protect the Environment and Build New Rural Areas"; organizing communication and distributing 1,200 energy-saving LED light bulbs to 300 disadvantaged women members and poor households in Gio My commune (Gio Linh district).
In 2023, 24 "Safe Villages for Women and Children" models were launched, bringing the total number of models in the province to 94. 11 "Families with 5 Essentials and 3 Cleanliness Standards" models were established with 1,480 participating members, raising the total number of models in the province to 22.
In addition, the Provincial Veterans Association launched many meaningful movements throughout the association, at all levels, and among its members to join forces with localities in building new rural areas.
Typical examples include the "Exemplary Veteran" movement; the "Three Eradications" movement (eradicating poverty, dilapidated housing, and social vices) throughout the association; the "Contributing Ideas, Labor, and Land for Building New Rural Areas" movement; "Enriching oneself, enriching the homeland", "Building ecological villages", "Greening barren land and hills", "Houses of Compassion", "Shelters of Love", "Security alarm bell", "Roads cared for by grandparents and grandchildren", and "Veterans helping each other reduce poverty and excel in economic activities" at all levels of the association and among its members.
The Provincial Farmers' Association and farmers' associations at all levels are implementing the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty"; and implementing the movement "Saturday for New Rural Development"...
The Youth Union, with its movement "Quang Tri Youth Joining Hands to Build New Rural Areas in the 2011-2015 Period" and implementing the motto "Each young person does one good deed, each Youth Union branch carries out one practical activity to participate in building new rural areas," "Lighting Up Rural Roads," "Youth's Road to Building New Rural Areas," "Youth Self-Management," "Accompanying Young People in Starting and Establishing Businesses," "Career and Job Fair for Youth," "Startup Bus Trip," organizing forums "Youth with Careers and Employment," conferences on loan consultation, job placement and labor export...
To effectively implement the "Quang Tri joins forces to build new rural areas" emulation movement, the Provincial Party Committee issued a specialized resolution on new rural areas; the Provincial People's Council issued resolutions on the principles, criteria, and allocation norms of central government budget funds and local budget counterpart funds for three national target programs, including the national target program for building new rural areas... The Provincial People's Committee issued plans on the implementation of the new rural area construction program, specialized plans on promoting the new rural area construction program, and a communication plan on building new rural areas...
The Provincial People's Committee and the Provincial Committee of the Vietnam Fatherland Front organized two launching ceremonies for the "Quang Tri Joins Hands to Build New Rural Areas" movement, linked with the goal of having two districts in Hai Lang and Trieu Phong achieve New Rural Area standards. Relevant departments, agencies, and businesses operating in the province have integrated programs and projects to disseminate information, promote awareness, and implement practical support activities for disadvantaged communes in building New Rural Areas.
Many localities have organized launching ceremonies for the New Rural Development movement, linked with rural beautification and emulation and reward programs. Some localities have issued policies to reward welfare projects for communes, villages, and model gardens that meet standards, such as Vinh Linh and Cam Lo districts.
Through the "Quang Tri joins forces to build new rural areas" movement, the face of rural areas in localities throughout the province has seen many positive changes. The social infrastructure system has been invested in quite comprehensively, basically meeting the requirements of production, and the lives of the people have improved significantly, with the percentage of poor and near-poor households decreasing sharply. The grassroots political system has been strengthened; and the role of the people as the main actors in implementing the new rural area construction program has been increasingly enhanced.
