Returning to Phuoc Chien in the last days of 2024, we were truly impressed with the developed infrastructure system, keeping up with the lowland communes. Intra-village and inter-commune roads are paved, meeting the travel and transportation needs of local people; primary and secondary schools are built solidly with two spacious floors; the national grid electricity system and clean water are brought to residential areas, meeting the needs of daily life and production...

Meeting Ms. Chamaléa Thi Liem, Chairman of the People's Committee of Phuoc Chien commune, happily shared the joy of the proud development of the ATK region: The whole commune currently has 1,252 households with 5,300 people, the Raglay people account for 97% of the population. In 2024 alone, farmers planted 13.4 hectares of rice fields, with an average yield of 5.5 tons/ha and an output of 74.4 tons. Corn was planted on 80 hectares, with an output of 160 tons; beans of all kinds on 56 hectares, with an output of 70 tons; cassava on 32 hectares, with an output of 224 tons.

Thanks to the effective implementation of national target programs and the emulation spirit of local people in production and labor, by the end of 2024, Phuoc Chien commune still had 273 poor households, accounting for 21.81%, down 12.65% compared to 2023, exceeding the target by 0.4%.

In addition, farmers have developed the raising of thousands of livestock. Of which, the current herd of cows is 2,550 and the herd of goats and sheep is 4,794. In addition, farmers in the commune also raise 550 black pigs with high nutritional quality, bringing significant income to many households... Since then, the farmers' lives have been relatively stable and prosperous.

According to Ms. Chamaléa Thi Liem, the proud new rural appearance of Phuoc Chien commune today is not only due to the proactive spirit of the people's efforts to rise up, but also due to the State's investment policies according to the National Target Programs for New Rural Areas, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719).

In the past 3 years, from 2022 to 2024, the National Target Program 1719 supported Phuoc Chien with over 15.2 billion VND. For the project to support production and create livelihoods, in 2024 alone, the Program's capital supported 2.45 billion VND, and to date, 2.237 billion VND has been disbursed, reaching 97.4% of the capital. The above capital has been supported by the local government with 800 million VND to buy agricultural tools to provide agricultural services for 80 poor households; 1 billion VND to buy breeding sows for poor households; 150 million VND to provide decentralized water tanks for 50 households... At the end of 2024, the National Target Program 1719 adjusted the additional capital for Phuoc Chien with 4.76 billion VND to implement Project 4 to invest in essential infrastructure, serving production and life in ethnic minority areas. This capital continues to upgrade and pave roads in the commune... creating favorable conditions for people in all aspects of production and trade.

Thanks to the effective implementation of the National Target Programs and the emulation spirit of local people in labor production, by the end of 2024, Phuoc Chien commune had 273 poor households, accounting for 21.81%, down 12.65% compared to 2023, exceeding the target by 0.4%. Many families have built spacious houses, raised their children to be successful in their studies, and become key cadres in the political system and schools in the commune. Families that encourage learning and talent have 2-3 children graduating from university, such as Chamaléa Thom, Pi Nang Thi Mang, Pi Nang Thi Hue, etc.

Visiting families who received livestock support to create livelihoods and increase family income, Mr. Kator Nguong in Dong Thong village said that his family received support from the local government with 2 breeding cows under Project 3 of the National Target Program 1719. Although he only received the cows in mid-June 2024, they have already given birth to a calf. The family is very happy...

Ms. Chamaléa Thi Liem, Chairwoman of Phuoc Chien Commune People's Committee, added that in the coming time, the Party Committee and local government will continue to mobilize resources to support production development, diversify livelihoods, create jobs, increase income, and sustainably reduce poverty for ethnic minorities. In particular, receiving and disbursing capital from the National Target Program 1719 ensures transparency, the right people, and compliance with State regulations. At the same time, propagandizing and mobilizing people to effectively use capital, joining hands to build Phuoc Chien to meet the standards of a new rural commune.
