Amending regulations on subjects eligible for awarding and posthumously awarding the title "Heroic Vietnamese Mother"

Regulations on subjects eligible for consideration for awarding or posthumously awarding the State honorary title "Heroic Vietnamese Mother", Decree No. 56/2013/ND-CP clearly states: In case a mother has a husband or children who join the enemy's ranks but the mother complies with the Party and State's guidelines and policies, she will still be considered for awarding or posthumously awarding the State honorary title "Heroic Vietnamese Mother".

Decree 83/2025/ND-CP stipulates more clearly that in the case of a mother whose husband or children join the enemy's ranks, the awarding or posthumous awarding must be unanimously submitted for consideration or posthumous awarding by all levels of government and there must be no complaints, denunciations, recommendations or reflections from the people.

Specifically, Decree 83/2025/ND-CP amends and supplements the last paragraph of Clause 1, Article 2 of Decree No. 56/2013/ND-CP as follows: In the case of a mother whose husband or children join the enemy's ranks but the mother complies well with the Party and State's guidelines and policies, is unanimously considered for awarding or posthumously awarding by authorities at all levels and has no complaints, denunciations, recommendations, or reflections from the people or has complaints, denunciations, recommendations, or reflections but has been concluded by a competent authority to be incorrect, she will still be considered for awarding or posthumously awarding the State honorary title "Heroic Vietnamese Mother".

In addition, Decree 83/2025/ND-CP amends and supplements Clause 2, Article 3 of Decree 56/2013/ND-CP on preferential treatment in the direction of clearly defining the recipients of the Certificate and Badge of "Heroic Vietnamese Mother" and the policies when the mother is posthumously awarded the State honorary title of "Heroic Vietnamese Mother". Specifically, Decree 83/2025/ND-CP stipulates: The mother who is posthumously awarded the State honorary title of "Heroic Vietnamese Mother" shall receive the Certificate and Badge of "Heroic Vietnamese Mother" and other policies in accordance with the provisions of the law on emulation, commendation and the law on preferential treatment for people with revolutionary contributions.

Application, submission for award or posthumous award

Decree 83/2025/ND-CP amends and supplements Article 4 of Decree 56/2013/ND-CP on application documents, submission for consideration of awarding or posthumous awarding.

Specifically, the dossier for proposal to consider awarding or posthumously awarding includes: Declaration requesting to award the State honorary title "Heroic Vietnamese Mother" according to Form No. 01/BMVNAH Appendix issued with this Decree or Declaration requesting to posthumously award the State honorary title "Heroic Vietnamese Mother" according to Form No. 02/BMVNAH Appendix issued with this Decree; certified copy of the "Fatherland's Gratitude" Certificate, certified copy of the War Invalids Certificate depending on the subject of consideration for awarding or posthumously awarding; other relevant documents (if any).

The dossier submitted for consideration of awarding or posthumously awarding includes: A submission on the proposal to award or posthumously award the State honorary title "Heroic Vietnamese Mother" according to Form No. 05/BMVNAH Appendix issued with this Decree and a List of proposals to award or posthumously award the State honorary title "Heroic Vietnamese Mother" according to Form No. 06/BMVNAH Appendix issued with this Decree; a record of the results of public posting of the proposal to award or posthumously award the State honorary title "Heroic Vietnamese Mother" according to Form No. 03/BMVNAH Appendix; a record of the prescribed documents.

The Decree takes effect from April 2, 2025.
