In Conclusion No. 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system, the Politburo and the Secretariat assigned the National Assembly Party Committee to preside over and coordinate with the Government Party Committee to direct the Party Committee of the Law and Justice Committee, the Party Committee of the Ministry of Justice and relevant agencies to study the amendment and supplementation of a number of articles of the Constitution within the scope of issues related to the organization of the apparatus of the political system.
At a recent meeting of the Standing Committee of the National Assembly Party Committee to give opinions on the draft Project to review, amend and supplement the Constitution and laws of the State to serve the organization and apparatus of the political system, National Assembly Chairman Tran Thanh Man emphasized: "The nature and content of the work are important, the workload is very large, related to the responsibilities of many agencies and organizations, associated with the policy of streamlining and organizing the apparatus of the political system".
That is true! Streamlining the apparatus is not simply about reducing the number of units and staff, but about scientifically and effectively reorganizing power institutions to improve national governance capacity and better serve the interests of the people. Amending the Constitution is not only to clarify the organizational model of the apparatus, but also to establish a stable and unified legal foundation for the construction and completion of the legal system on the organization of the state apparatus in the future - including the Law on Organization of the National Assembly, the Law on Organization of the Government, the Law on Organization of Local Government, etc.
And as National Assembly Chairman Tran Thanh Man has particularly emphasized: “It requires caution, objectivity, democracy, science and efficiency, requiring strict processes and procedures, ensuring quality, on the basis of innovation and breakthrough thinking”. This is the core methodological principle that governs the entire process of amending the Constitution this time. Amending the Constitution is a particularly important process, which needs to be carried out scientifically, meticulously, cautiously and based on high consensus in society. Each amended provision must not only originate from practical requirements and the long-term development process of the country, but must also be placed within the overall principles of the socialist rule of law state, ensuring political stability, institutional stability and strengthening social trust.
Amending the Constitution requires not only the participation of competent agencies, but also the mobilization of the intelligence of the whole society. The process of collecting public opinions on the content of amending and supplementing the Constitution will be implemented within 1 month, expected in May - June 2025. This is not just a technical process, but a vivid manifestation of the spirit of democracy, respect for the Constitution, clearly demonstrating the role of the people in creating state power institutions. At the same time, the participation of experts, scientists, and experienced managers will ensure scientific, objective and consistent with international practices in the amendment process. This is even more meaningful when Vietnam is promoting the building of a modern rule-of-law state, proactively integrating and enhancing the national position.
Amending and supplementing the Constitution to serve the arrangement and streamlining of the political system is a historic task, reflecting the high political determination of the Party, the National Assembly and the entire political system in this reform process. The success of the Constitutional amendment process will be an important legal and political premise, creating momentum for major institutional changes, contributing to realizing the aspiration for rapid, sustainable, democratic and prosperous national development.
