After many ups and downs of history, up to now we have an increasingly solid foundation to affirm the truth that we have become a free and independent country, the people are increasingly prosperous and happy...

The Declaration of Independence giving birth to the Democratic Republic of Vietnam on September 2, 1945 has gone down in history as a heroic piece of literature, touching people's hearts, stirring millions of hearts for justice, peace, independence, and national freedom. There have been many research works on this historic Declaration.
Over the years, President Ho Chi Minh's sharp and eloquent arguments in the Declaration of Independence and Freedom of Vietnam have been affirmed as an undeniable truth of the times. Independence and freedom are the foundation of prosperity and happiness for the people, and are prerequisites for development.
For that reason, the ultimate goal associated with the national name has never changed, which is INDEPENDENCE - FREEDOM - HAPPINESS. And for that reason, in the most difficult moment for the country, President Ho Chi Minh pointed out: "Nothing is more precious than independence and freedom!", at the same time affirming the will of all Vietnamese people "rather sacrifice everything than lose the country, refuse to be slaves".
That will is the truth, the morality of being human of our nation. It is the strength, the unshakable belief. And it is also on the basis of that strength and belief that right after gaining power, right when the revolutionary forces were still weak, President Ho Chi Minh believed in the invincible strength of patriotism, of the desire for freedom and independence of all our people and affirmed in the Declaration of Independence: "And the truth is, Vietnam has become a free and independent country".
That truth, that aspiration of the Vietnamese people has gone through many challenges, so that today we have the right to hold our heads high before the international community for a peaceful, unified, independent, free and happy Vietnam.
The challenges were extremely fierce right after the Democratic Republic of Vietnam was born; internal enemies, foreign invaders, famine, and ignorance all "joined forces" to strangle the young worker-peasant state. Many researchers assessed the situation at that time as difficult as "a thousand pounds hanging by a thread".
Right after the Declaration of Independence, we had to prepare for a long-term resistance because "the more concessions we make, the more the French colonialists will encroach", "they want to rob our country", they want to rob the obvious truth that our country "has become a free and independent country". That cannot be compromised!
Our entire Party, army and people did not hesitate to endure hardships and sacrifices in the long-term resistance war, ending with the victory of "Dien Bien Phu that shook the world", contributing to the end of the old colonial regime in the whole world. However, with the Geneva Agreement, half of Vietnam still did not have freedom and independence. The other half had peace but was still poor and backward. President Ho Chi Minh had to affirm: "Independence and freedom, but if the people are not happy and prosperous, what is the point of independence?"; "For Independence, for Freedom/Fight to drive out the Americans, fight to overthrow the puppet regime"!
So Vietnam had to go through the fiercest war of the 20th century to gain independence and freedom for the Fatherland. The historic Ho Chi Minh Campaign liberated the South and unified the country. The National Reunification Day on April 30 won independence and freedom for the nation.
But the independence and freedom of the Vietnamese people are still threatened by conservative, belligerent and narrow-minded nationalist forces. Gunfire is heard again at the southwestern and northern borders. Fierce waves are rising again in the East Sea. Hostile forces are besieging and embargoed in order to force Vietnam to depend on and submit to them. In essence, they want to rob our nation of its independence and freedom.
The world has changed. The situation in Vietnam at that time was extremely difficult, it seemed impossible to stand firm. However, the strength of the will to independence, freedom, self-reliance, and self-reliance with a long tradition created a miraculous strength for us to overcome all challenges and stand firm as a model of resilience, of good triumphing over evil...
Those who surrounded, embargoed, and opposed us witnessed the international court try and convict the genocide perpetrators, and witnessed a Cambodia revive and develop. We were willing to sacrifice, regardless of the arguments of those who opposed us and the huge economic and diplomatic losses at that time, to help the Khmer people escape genocide because we understood the price of independence and freedom.
Respect the independence and freedom of other nations as if it were your own. That is morality. And because it is morality, it has permeated people's hearts and written history. Because it is morality, it is in accordance with the law and must be recognized.

Vietnam today is trusted, cooperated and developed relations with many countries in the world. Most countries and territories in the world have established diplomatic relations with Vietnam. Major countries have high-level diplomatic relations with Vietnam.
Vietnam and the United States upgraded their diplomatic relations to a comprehensive strategic partnership in 2023. The United States also started construction of a billion-dollar embassy in Hanoi. That affirms Vietnam's position in the international arena. Over time, the world order has changed a lot, major countries have increased their influence in the new trend... But Vietnam's image and position have still developed to new heights, upgrading relations with major countries with increasingly practical results.
Vietnam has become a reliable partner of the international community. Vietnam's independent, self-reliant, diversified and multilateral foreign policy affirms Vietnam's worthy position in the international arena. The principles of not aligning with one country to fight against another, not choosing sides, not allowing foreign countries to establish military bases in Vietnam, not using force, not threatening to use force... are principles welcomed by the international community. All of these affirm the independence and freedom of our country.

Vietnam is truly independent and self-reliant on the principle of respecting the independence and freedom of other countries, while contributing responsibly to the international community. Despite difficulties, Vietnam's peacekeepers have demonstrated the Vietnamese spirit of peace and prosperity for the people of the countries where they are stationed, affirming Vietnam's responsibility to protect peace to the international community.
Vietnam's independence and freedom, declared by President Ho Chi Minh to the nation, compatriots and the whole world on September 2, 1945, has gone through many ups and downs, and is now increasingly solid and has gone down in history as a brilliant milestone. That independence and freedom has brought an increasingly prosperous and happy life to the people.
President Ho Chi Minh's dream of "everyone having food to eat, clothes to wear, and education" has now become a reality. Moreover, Vietnam has dramatically eliminated hunger and reduced poverty, while providing the international community with millions of tons of food and unique agricultural products, contributing to ensuring the lives of millions of people on this planet.

That foundation of independence and freedom has brought Vietnam into a new, sustainable and bright stage of development. By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) - Vietnam will become a developed country with high income, that is the aspiration of our entire Party and people, at the same time affirming "The truth that Vietnam has become a Free and Independent country" in the Declaration of Independence of President Ho Chi Minh is the truth of the times, the legitimate will and aspiration, the sacred right of our nation and peoples around the world!
