Speaking about the model's origins, Colonel Nguyen Huu Nghi said: The "Steel Pen" model was implemented in April 2022, as a concrete manifestation of Resolution No. 35-NQ/TW dated October 22, 2018, of the Politburo of the 12th Party Congress on "Strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation," in line with the specific tasks of the department. In terms of content, "Steel Pen" comprehensively addresses three issues: rapid identification, sharp reasoning, and widespread dissemination. The combat force will be divided into three categories: a core specialized force, a technical combat force, and a widespread combat force.

In this effort, the core specialized force will actively and proactively follow the directives of relevant authorities, coordinating with the school's 47th force to write articles focusing on protecting the Party's ideological foundation, refuting erroneous viewpoints, and submitting them to newspapers and magazines inside and outside the military. They will also apply this knowledge to literary and artistic creations, scientific information, and articles submitted to emulation newsletters and websites. The technical combat force (including information technology lecturers) will support network connectivity, assist in technical combat efforts such as reporting fake websites and pages, and help handle incidents (such as fake pages, preventing sharing and commenting, etc.) for the forces involved in the fight against misinformation.

A widespread fighting force   (Maximize the participation of staff, lecturers, union members, and women's association members...) in interacting, liking, and sharing on the school's advocacy pages, group pages of mass organizations, and personal pages. Simultaneously, promote the pioneering and exemplary role of officials at all levels, executive committees of mass organizations, and the self-awareness and responsibility of each individual in the struggle on the internet, as well as ensuring network safety and security when participating in social media.

To revitalize the model, the Party Committee and the Faculty leadership concretized the "Steel Pen" model, linking it with the operational models of mass organizations within the Faculty, such as the "Female Writers" of the Women's Association, the "Journalism Youth Union", and the "Young Theorists Club" of the grassroots Youth Union. This created a high level of unity and cohesion, spreading widely and powerfully.

With the initial results achieved, the "Steel Pen" model was selected by the relevant agencies of the General Political Department of the Vietnam People's Army as one of the exemplary models to be replicated throughout the army. This serves as a basis and motivation for the officers and lecturers of the Faculty of Culture and Foreign Languages ​​to continue maintaining and developing the "Steel Pen" model to participate in the fight against cyberspace more effectively.
