Using the national identifier as the tax identification number: Will this cause inconvenience for citizens?

ANTD.VN - In the near future, all personal identification codes will be used as tax identification numbers. The General Department of Taxation stated that this will not only facilitate state management agencies but also minimize inconvenience for citizens.

According to Clause 7, Article 35 of the Law on Tax Administration: "When a personal identification number is issued to the entire population, the personal identification number shall be used instead of the tax identification number."

Therefore, in the near future, when Vietnam completes the issuance of identification numbers to all citizens, citizens can use their identification numbers to replace their personal tax identification numbers when carrying out procedures related to opening bank accounts, filing taxes, paying taxes, and registering for electronic transactions.

According to Mr. Mai Son, Deputy Director General of the General Department of Taxation, in order to use personal identification numbers instead of tax identification numbers, the General Department of Taxation has been querying taxpayer information in the tax sector's database and the national population database to collect information on personal identification numbers corresponding to the tax identification numbers being tracked in the tax sector's database.

Regarding concerns that this transition will cause inconvenience to the public, the General Department of Taxation affirmed that this will not only facilitate state management agencies but also minimize inconvenience for the people.

From now on, all current tax identification numbers will be replaced with personal identification numbers.

Mr. Mai Son stated that the tax authorities will not require taxpayers to change their tax identification number information because they have implemented solutions to connect with the national population database to collect information on the personal identification numbers of the corresponding tax identification numbers.

Only in cases where a query with the national population database fails to find the citizen identification number, will the tax authorities disseminate information and guide taxpayers to declare and change their tax registration information to collect the taxpayer's personal identification number.

When filing personal income tax returns or registering for family allowance deductions, taxpayers must declare the personal identification number/citizen identification number of the dependent, and the tax authorities will update this information in the tax database.

To change tax registration information and update personal identification numbers/citizen identification numbers in the tax database, tax authorities have implemented various electronic solutions to support taxpayers in filing declarations conveniently and quickly through the General Department of Taxation's electronic portal, the National Public Service Portal, or the eTax Mobile application.

Using personal identification numbers as tax identification numbers will also minimize inconvenience for citizens. Currently, individuals have many documents to remember, such as: citizen identification number, tax identification number, social insurance number, health insurance card number, etc. Therefore, it is very troublesome for individuals to declare information to state management agencies every time, as they cannot remember all the personal information.

From the perspective of government agencies, due to independent management using different codes, when information exchange is needed regarding citizens, they must rely on a set of information fields of an individual (such as full name, date of birth, and identification number) to verify that the information belongs to the same individual, which takes a lot of time and effort.

When using the unified citizen identification number as the tax identification number and for handling administrative procedures with other government agencies, citizens only need to declare their identification number information.

From the perspective of state management, the personal identification number is a code that allows agencies to exchange information about individuals for management purposes, categorized by sector and field. For example, tax authorities need to exchange information with social insurance agencies to enhance the management of personal income tax; and exchange information with land management agencies to improve the management of land-related revenues, etc.
