Attending and directing the Conference were Major General Bui To Viet, Deputy Political Commissar of the Air Defense - Air Force (PK-KQ); representatives of the functional agencies of the Political Department of the PK-KQ; leaders and commanders of Division 372; commanders of agencies, units and comrades working on personnel and military forces in the Division. Colonel Hoang Trung Kien, Party Secretary and Political Commissar of the Division chaired the Conference.

According to the Summary Report on the Implementation of the Law on Officers of the Vietnam People's Army of Division 372, amended and supplemented in 2008 and 2014, from 1999 to present, on the basis of thoroughly understanding the Law on Officers of the Vietnam People's Army, Party committees and commanders at all levels in Division 372 have thoroughly understood and seriously implemented the resolutions, directives, conclusions, regulations, and provisions of the Central Military Commission, the Ministry of National Defense, and documents guiding the implementation of the Law on Officers of the Vietnam People's Army. The Party Committee of the Division has developed and promulgated regulations on leadership of personnel work through congresses, promptly amending and supplementing when there are instructions and changes in organization, staffing, etc.

Based on the opinions expressed, the Conference unanimously recommended that competent authorities continue to study, develop and implement the new salary scale for officers in the spirit of Resolution No. 27-NQ/TW dated May 21, 2018. It is necessary to issue a new Circular, supplementing Circular 160/2017/TT-BQP dated July 4, 2017 of the Ministry of National Defense regulating equivalent positions and titles and positions with the highest military rank ceiling of colonel and lieutenant in the Vietnam People's Army. There are preferential policies, applying military ranks and position allowances for officers in narrow specialties such as: Meteorology, flight director, flight safety director, regimental navigation director; physical education and sports, cryptography... Attention should be paid to resolving housing, land and salary policies for officers. Consider and supplement the titles of the political cadre group according to Decree 21 to comply with Resolution No. 51-NQ/TU dated July 20, 2005 of the Politburo...

Also at the Conference, Division 372 awarded certificates of merit to 4 groups and 5 individuals with good achievements in implementing the Law on Officers of the Vietnam People's Army in recent times.
