On the evening of November 24, the People's Committee of Son La province organized a drill on the response plan for a large residential fire disaster in 2023 in coordination with many forces at Group 11 and Group 12 (Chieng Le ward, Son La city).
The drill mobilized more than 700 people from provincial departments, branches, professional and specialized fire prevention and fighting forces, civil defense, grassroots forces and a large number of people; more than 40 vehicles of all kinds, in which the Fire Prevention and Rescue Police force mobilized all modern mechanical fire fighting vehicles.
The exercise consists of two parts: Operation of the command mechanism and practical exercise. In part 1, delegates watch a film about the exercise of the command and control mechanism operation process when a situation occurs. Part 2 is a practical exercise with a hypothetical situation.
The situation was that at 11pm, an electrical short circuit occurred at a kiosk selling dry goods and votive offerings at the central market of Son La city. With a large amount of flammable materials and goods, the fire quickly flared up. The fire had a high thermal radiation intensity and emitted a large amount of toxic smoke and gas along with high temperature combustion products; therefore, the fire quickly spread to the surrounding areas horizontally and the electrical wiring system, causing the fire to spread throughout the entire row of kiosks in the market, spreading to some households around the market and the first floor of the Hang Khong motel. At the same time, a fire also broke out in some houses on Chu Van Thinh street due to an electrical equipment problem in a household, causing sparks to ignite the fabric and spread the fire.
Immediately after discovering the fire, the local fire fighting forces on duty at the central market and Hang Khong motel quickly cut off the power to the fire area, raised the alarm, and used on-site fire fighting equipment to put out the fire. The fire fighting forces quickly arrived at the scene to extinguish the fire.
After nearly 1 hour, under the close leadership and direction of the Steering Committee, Command Committee, and Fire Fighting Staff, the forces controlled and extinguished the fire in the residential area of Group 11 and 12, Chieng Le Ward, preventing the fire from spreading, guiding hundreds of people to escape, saving 150 people and many valuable properties of the people.
The drill is an important basis for departments, branches, localities, key facilities with high fire and explosion risks, and especially concentrated residential areas in the whole province to study and apply to proactively prepare to respond to large and complicated fire and explosion situations.
