Recently, the Department of Natural Resources and Environment has focused on disseminating and popularizing policies and laws on land, especially mobilizing people to properly and fully fulfill their obligations when carrying out procedures for registering land changes.
In the period 2020-2023, 2/70 communes have been approved to complete the cadastral records system (maps after granting land use right certificates). After merging commune-level administrative units, the maps and cadastral records of 34 communes after the merger were re-edited with an area of 57,139.36 hectares out of a total of 3,007 cadastral maps and 125 land registers.
Director of Department of Natural Resources and Environment Le Ngoc Huan reported and clarified some contents of interest to delegates.
Up to now, the whole province has 13/13 districts, towns and cities with cadastral maps, 215/216 communes, wards and towns have official cadastral maps serving land management, there are 13,569 cadastral maps with 2,573,127 land plots.
At the meeting, representatives of the Department of Natural Resources and Environment raised a number of difficulties and problems such as: the management and updating of cadastral records has not been synchronized from the provincial to the communal level, due to the lack of shared mapping system software; the work of checking and updating cadastral records has not been carried out regularly; the content of surveying maps and establishing cadastral records of the remaining 18 communes and towns has not been completed according to Resolution 175/NQ-HDND dated December 15, 2019 of the Provincial People's Council.
Chairman of the Provincial Party Committee's Inspection Commission Ha Van Trong: Propose that the monitoring delegation accompany the Department of Natural Resources and Environment to remove difficulties, obstacles, and backlogs in the work of updating and correcting maps and land records in the province.
Speaking at the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Thi Thuy Nga and delegates acknowledged and highly appreciated the results of updating and adjusting maps and cadastral records in the province in the period of 2020 - 2023 in the past time.
At the same time, the Department of Natural Resources and Environment is requested to promptly overcome shortcomings and limitations in the work of measuring, adjusting, updating, changing and storing, and exploiting information to ensure compliance with regulations; urge the surveying consultancy unit to hand over and accept cadastral maps after issuing and exchanging certificates to ensure the management of cadastral records... Focus on removing difficulties and obstacles to complete the goals and tasks of Resolution No. 175/NQ-HDND dated December 15, 2019 of the Provincial People's Council.
Request the Department of Natural Resources and Environment to update and correct spatial data and cadastral attribute data of land plots on digital cadastral maps; update and supplement information on changes to the inventory book and cadastral book.
