Perspective of Ring Road 4, Ho Chi Minh City
According to the Ministry of Transport, Ho Chi Minh City Ring Road 4 has been identified in the Road Network Planning for the 2021-2030 period, with a vision to 2050, as a beltway with a length of about 199km, a scale of 8 lanes, and investment before 2030.
This route plays an important role in strengthening regional connectivity among provinces in the Southeast region, while connecting the Southeast region with the Southwest region and the provinces in the Central Highlands and South Central Coast.
The People's Committees of provinces and cities such as Ho Chi Minh City, Ba Ria - Vung Tau, Dong Nai, Binh Duong and Long An are preparing to invest in component projects in their localities under the public-private partnership (PPP) model.
However, the investment research results proposed by localities currently lack consistency and synchronization in terms of scale and technical standards of the expressway as well as parallel roads on both sides of the expressway during the investment phase.
"Researching and completing the infrastructure planning content for Ho Chi Minh City's Ring Road 4 as a basis for unification with localities, and at the same time serving the content of the meeting of the Southeast Regional Coordination Council in the coming time, is very urgent," said the Ministry of Transport.
During the planning process, the Ministry of Transport requires specific identification of route sections that remain unchanged according to the previous detailed planning, route sections expected to be locally adjusted; review of agreement on route alignment between component projects; and overall assessment of route alignment options that have been studied by localities.
At the same time, review and clarify the role and nature of Ho Chi Minh City Ring Road 4 (including the expressway and parallel roads on both sides) based on survey, traffic forecast and analysis of traffic flow on the route to propose the application of appropriate technical standards.
Regarding the scale of the road cross-section in the investment phase, the Ministry of Transport requires that the investment phase 1 must be consistent with the traffic forecast results; the cross-section elements in the phase must be consistent with technical standards and ensure safe operation and exploitation criteria.
The arrangement of cross-sections in the divergence phase must be based on research, comparing the advantages and disadvantages between the options to propose a suitable option. In the proposal, the selection of the median width of the expressway section must consider and evaluate the factors affecting the entire route, but the minimum width must not be less than 1.5m.
For intersections, the Ministry of Transport requires a comprehensive review of the entire route and specific determination of intersection locations and intersection forms (interconnection, direct connection) with expressways, radial national highways, local routes... to ensure appropriate distance; evaluate and clarify connection plans with other modes of transport, with urban areas, economic zones, and industrial parks.
However, in actual implementation, localities proposed a total length of Ho Chi Minh City Ring Road 4 of about 206.82 km. Divided as follows: Ba Ria - Vung Tau 18.7 km long; Dong Nai 45.6 km long; Binh Duong 47.45 km long; Ho Chi Minh City 17.3 km and Long An 78.3 km (accounting for the longest proportion of the project). The proposed cross-sectional width (phase 1) ranges from 22 - 27 m, depending on the locality. The preliminary total investment for phase 1 is about VND 105,964 billion and is expected to be completed in 2026.
