Early completion of resolution on compensation support policy, site clearance and resettlement for water supply project for Vung Ang Economic Zone

Resolution on Regulations on compensation, site clearance and resettlement support policies for the Project on construction of water supply system for Vung Ang Economic Zone (Ky Anh Town, Ha Tinh) to remove difficulties in implementing compensation, site clearance and resettlement of the project.

On the afternoon of September 18, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Finance on the submission and draft resolution to be submitted to the 15th Session of the 18th Provincial People's Council.

Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Thi Thuy Nga chaired the meeting.

At the meeting, delegates listened to the leaders of the Department of Finance report on the submission and draft Resolution on the policy of supporting compensation, site clearance and resettlement of the Project to build a water supply system for the Vung Ang Economic Zone.

Accordingly, the project to build a water supply system in Vung Ang Economic Zone invested by Vung Ang Investment and Development Joint Stock Company was approved by the Prime Minister in Document No. 547/TTg-KTN dated April 24, 2013 with a total investment of VND 4,415.4 billion, to be constructed within 3 years from 2012 to 2015.

Director of the Department of Finance Trinh Van Ngoc explained some contents related to the submission and draft Resolution on Regulations on compensation support policies, site clearance, and resettlement of the Project to build a water supply system for Vung Ang Economic Zone.

This is a large, multi-purpose project, involving many technical aspects, capital sources, policy mechanisms, investment forms, etc. The process of implementing compensation for site clearance, supporting life stabilization and job conversion has encountered many difficulties. The project has been implemented since 2011, but up to now, there are still many unfinished items, not fully utilizing the investment resources of enterprises and the State budget support, affecting the interests of the people; greatly affecting the security and order situation in the area.

Chairman of the Provincial Party Committee's Inspection Commission Ha Van Trong: Agrees in principle to issue a Resolution on policies to support compensation, site clearance, and resettlement of the Project to build a water supply system for the Vung Ang Economic Zone to ensure security, order, and effectiveness of the project.

Draft Resolution on Regulations on compensation, site clearance and resettlement support policies for the Project on construction of a water supply system for the Vung Ang Economic Zone to remove obstacles in the implementation of compensation, site clearance and resettlement of the project; stipulate specific support levels for compensation prices for each type of land and land allocation and land use milestones, etc.

Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh: Agree on the policy to ensure the legitimate rights and interests of the people. At the same time, request to review the overall adjustment content of the project according to the conclusion of the Government Inspectorate No. 33/KL-TTCP dated February 21, 2017.

Discussing at the meeting, members of the Economic - Budget Committee and delegates in attendance basically agreed on the need to resolve difficulties and obstacles regarding the project. However, many delegates still had concerns about the legal aspects, such as: the delay in adjusting the project according to the conclusion of the Government Inspectorate; considering the participation of budget capital if the project needs to be adjusted in general; procedures for land recovery, change of land use purpose, forest use, etc.

Concluding the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Thi Thuy Nga acknowledged and highly appreciated the preparation of the report and draft Resolution of the Department of Finance.

The Head of the Economic - Budget Committee of the Provincial People's Council also requested the Department of Finance to absorb the opinions of the delegates to edit and complete the content of the submission and draft resolution to be submitted to the Provincial People's Council at the upcoming 15th Session.
