Deputy Minister Pham Duc Long stated: Regarding the implementation of tasks related to national science, technology, innovation, and digital transformation (S&T, innovation, and digital transformation) as outlined in Resolution No. 57/NQ-TW of the Politburo dated December 22, 2024, and Resolution No. 03/NQ-CP of the Government dated January 9, 2025, on the Government's action program to implement Resolution No. 57/NQ-TW, and Announcement No. 56/TB-VPCP dated February 23, 2025, the Government and localities have achieved many results in carrying out these tasks; however, some limitations remain. For example, there are still limitations in raising awareness, changing mindsets, strengthening political will, and decisive leadership to create strong momentum for the development of S&T, innovation, and digital transformation.
Following the conference to disseminate Resolution 57-NQ/TW, ministries, sectors, and localities have widely publicized and raised awareness about science and technology, innovation, and digital transformation. From December 22, 2024 to the present, 11,758 articles have been published by 4 media outlets that opened dedicated sections, and other newspapers have also published articles in their existing science and technology sections. VTV, VOV, and approximately 30 other radio and television stations have opened sections and special programs to promote Resolution 57.

On March 14, 2025, the Prime Minister issued Decision 598/QD-TTg establishing the Government Steering Committee on Science and Technology, Innovation and Digital Transformation and Project 06. To date, 4 ministries and 37 localities have established/restructured Steering Committees on the development of science and technology, innovation and digital transformation.
By March 16, 2025, 14 out of 22 ministries, ministerial-level agencies, and government agencies, and 54 out of 63 localities had issued action plans to implement the Resolution. Thus, 8 ministries and 10 localities have yet to approve their action plans.
The government has also been proactive in improving institutions. Deputy Minister Pham Duc Long pointed out that the government promptly submitted to the National Assembly Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science and technology, innovation and digital transformation at the 9th extraordinary session of the 15th National Assembly.
The Ministry of Science and Technology is finalizing the dossiers to submit to the National Assembly for promulgation four important laws, expected to be presented in May 2025, including: the Law on Digital Technology Industry (which includes amendments to 14 laws), and the amended Law on Science and Technology (which includes amendments to 14 laws). The Ministry has also sent documents to ministries, sectors, and localities to solicit opinions on bottlenecks and obstacles that need to be addressed for the development of science and technology, innovation, and digital transformation.
However, during the implementation process, the Ministry of Science and Technology found that ministries, sectors, and localities had not yet promptly reviewed and perfected regulations and laws to promote the transition of activities to the digital environment. In addition, there are still many legal documents and policy mechanisms that need to be focused on developing, amending, and supplementing. If the leading agencies do not focus resources on implementation, it will be impossible to fundamentally complete the institutional system by 2025 to achieve breakthroughs in science, technology, innovation, and digital transformation as directed by the General Secretary.
Deputy Minister Pham Duc Long also outlined the tasks that ministries, sectors, and localities need to focus on in the coming period. Notably, within the group of tasks related to promoting digital transformation, applying science and technology, and innovation in the activities of agencies in the political system, the Government will develop a plan to improve the quality of online public service delivery throughout the entire process; provide new personalized, data-driven digital services for citizens and businesses; and provide public services regardless of administrative boundaries. At the same time, it will develop a virtual assistant to support citizens and businesses in accessing online public services.
Regarding the tasks of strongly promoting science, technology, innovation, and digital transformation in businesses, the Government also aims to develop a plan to establish large-scale strategic technology enterprises domestically to develop digital infrastructure, digital workforce, digital data, strategic technologies, and cybersecurity. It also aims to build a mechanism for commissioning and assigning tasks to digital technology enterprises to carry out key digital transformation tasks, as well as to develop a plan for digital transformation of small and medium-sized enterprises and individual business households…
Mr. Pham Duc Long further informed that the Prime Minister is implementing five "acceleration and breakthrough" initiatives to create breakthroughs in the development of science, technology, innovation, and digital transformation. By 2025, the Government will shift from a "request-and-grant" system to a "proactive and service-oriented" one, eliminating unnecessary procedures, improving the quality of digitized public services, and ensuring independence from administrative boundaries.
The Ministry of Science and Technology also aims to achieve the following targets by the end of 2025: 100% of eligible administrative procedures will be provided online throughout, 80% of applications will be processed online, and 40% of the adult population will use online public services. By June 2025, 100% of administrative procedure documents will be linked to personal identification, and all leaders and officials must handle work online using digital signatures.
