The Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at its 6th session on November 28, 2023. The Law has 5 chapters, 33 articles and takes effect from July 1, 2024. This Law takes effect at the same time as the Ordinance on Commune Police No. 06/2008/PL-UBTVQH12 expires.

At the conference, representatives of the Ministry of Public Security reported on the progress and results of drafting documents detailing the implementation of the law (Government Decree, Circular of the Minister of Public Security); the progress and results of developing programs and training materials, political, legal and professional training for forces participating in protecting security and order at the grassroots level; expected content of guidelines for developing and organizing the implementation of plans to consolidate and unify forces participating in protecting security and order at the grassroots level in localities. At the same time, disseminate the list, designs, colors, standards and usage period of uniforms; the list and standards for equipment and support tools for forces participating in protecting security and order at the grassroots level.

Delegates who are leaders of the People's Committee and the Provincial Police discussed and proposed that the Government and the Ministry of Public Security urgently develop and promulgate decrees and circulars guiding implementation; difficulties and advantages in ensuring operating costs and equipping facilities, equipment, management, use of support tools, training... for those participating in the force participating in protecting security and order at the grassroots level.

Concluding the conference, Minister of Public Security To Lam emphasized that the force participating in protecting security and order at the grassroots level is one of the mass forces, arranged in villages and residential groups, acting as the core to support the Commune-level Police to help the Commune-level People's Committee in protecting security and order and building a mass movement to protect national security.

He suggested that in order for this law to come into effect soon, the provincial, district and communal police should proactively coordinate with relevant sectors to promptly submit to the People's Council and advise the People's Committee at the same level to issue resolutions and decisions on plans, projects, and construction plans, arrange forces, and ensure operating conditions for forces participating in protecting security and order at the grassroots level. Functional units should proactively plan to soon equip means, equipment, support tools, training, and fostering work... to promote the effectiveness of the forces participating in protecting security and order at the grassroots level.
