As a specialized advisory body, the Department of Construction has done a good job of State management of construction quality and technical infrastructure. Thereby, it has promoted efficiency in investment, contributing to the overall economic development of the province.
The project of investing in the construction of a patient treatment building and auxiliary items of the General Hospital of Nhu Thanh District with a total investment capital of 98 billion VND is being accelerated by the relevant units. During the construction process, the units fully implemented the records and documents on construction quality management, and also made reports on the quality of the works seriously, completely, on time and according to regulations.
Mr. Le Tuan Ngoc, representative of Central Joint Stock Corporation - the construction unit of the project, said: "During the construction process, we were regularly inspected, urged and reminded by the Department of Construction and competent units to speed up the progress and ensure the quality of the project. Taking advantage of favorable weather, we focused on machinery and human resources to speed up the construction progress. The construction project from August 23, 2024 to now has reached 40% of the volume".
Mr. Nguyen Hoang Ngoc, Director of the Construction Investment Project Management Board of Nhu Thanh district, said: "Currently, we require contractors to make detailed plans for each item, the overall construction time of the project; focus on materials, machinery, and human resources to speed up the construction progress. Monitor the progress chart, take measures to handle and adjust cases of slow progress. Immediately after the project is completed, quality inspection and testing will be conducted. In cases where the construction items do not comply with the approved design documents, and the construction does not ensure quality, the investor, in coordination with the supervision consultant, will stop the construction for inspection and testing.
However, according to Official Dispatch No. 7506/UBND-CN dated May 29, 2024 of the Provincial People's Committee on strengthening the management of construction investment activities, recently, in the province, there have been a number of projects and works violating regulations on management of construction investment projects, such as: Carrying out construction without a construction permit; constructing in violation of the content of the construction permit; not yet preparing, appraising, approving the project, construction design implemented after the basic design has organized construction; not yet been inspected by a specialized construction agency for acceptance of completed construction works and put the works into operation...
Faced with the above situation, in 2024, the Department of Construction has strengthened inspection and guidance on quality management of construction works. Inspections are planned and coordinated between sectors to avoid overlap. Through inspections, the Department of Construction has promptly detected and recommended technical handling to ensure construction quality; promptly detected and prevented negative behaviors in construction activities.
The Department of Construction also strengthens the propaganda, dissemination, training, and guidance of legal documents on construction, occupational safety and hygiene in specialized construction, inspects and checks the implementation of legal regulations on standards and technical regulations on safety in construction, processes, regulations, advanced construction technology, and application of new materials in design and construction of construction works for investors, organizations, and individuals participating in construction activities in the province; regularly reviews safety assurance work, overcomes risks of unsafety at construction works; and effectively implements occupational safety management in construction works.
In addition, Thanh Hoa Department of Construction continues to promote administrative procedure reform; implement administrative procedures in accordance with regulations. Focus on removing difficulties and obstacles that are bottlenecks affecting the local socio-economic development. Quality management of construction works, such as: Organizing inspection of the results of inspection of acceptance work and inspection of State management of quality and construction of construction works according to Decision 73/2024/QD-UBND dated November 4, 2024 on decentralization and authorization of inspection; coordination in implementing inspection of law enforcement in the fields of State management of the construction sector in Thanh Hoa province.
Deputy Director of the Department of Construction Le Ngoc Thanh said: "All construction works in the province (except for works classified as State secrets) are regularly inspected and supervised from the time of receiving the notice of commencement of construction, starting construction of the works until completion and putting into use. Violations of construction order are detected, prevented and handled promptly and thoroughly right from the beginning, ensuring proper procedures, publicity and transparency. All consequences caused by administrative violations must be thoroughly remedied according to the provisions of law. We also require relevant units to comply with standards, regulations and approved designs. The project commander must have full certificates; the project management board must have full capacity according to regulations. In the coming time, the Department of Construction will further strengthen the direction and organization of State management of construction activities in the area".
